National Medicaid Program Specialist - 2025859
POSITION SUMMARY:
The Medicaid National Program Specialist supports the development and implementation of World Relief's National Medicaid Billing Program within the Mental Health and Psychosocial Support (MHPSS) service line. This position supports national projects, coordinates governance, assesses readiness, provides implementation support, engages stakeholders, and tracks reporting and performance across participating U.S. offices. The role works closely with Finance, Privacy, IT, Legal, HR, Procurement, Operations, billing staff, vendors, and local offices to help establish a nationally coordinated model for Medicaid-funded Mental Health, Wellness, and Clinical Case Management services. Specialized functions like revenue cycle operations, billing compliance, privacy, security, and systems administration are maintained by the appropriate functional teams. Through this coordination, the position enhances program implementation, operational consistency, documentation quality, and long-term sustainability.
ROLE & RESPONSIBILITIES
Program Coordination and Governance Support:
Coordinate national Medicaid program planning, governance, implementation timelines, meeting materials, milestone tracking, risk and issue logs, decision tracking, and status reporting across participating offices.
Implementation and Readiness Support:
Coordinate readiness assessments, implementation planning, office onboarding, go-live preparation, post-launch follow-up, and expansion planning to support consistent Medicaid program implementation with appropriate local adaptation.
Resource and Training Coordination:
Coordinate training logistics, resource sharing, implementation tools, templates, and program materials in partnership with subject matter experts and functional owners.
Billing, Systems, and Enterprise Coordination:
Support program-level coordination with Finance, billing staff, IT, vendors, Privacy, Legal, HR, Procurement, Operations, and local offices by tracking dependencies, issues, decisions, and escalation needs.
- Specialized functions such as revenue cycle operations, billing compliance, privacy, security, EHR administration, and systems administration remain owned by the appropriate functional teams.
Reporting and Performance Tracking:
Maintain program dashboards, KPIs, readiness trackers, implementation trackers, and status reports.
- Summarize trends, risks, progress, and follow-up needs to support program oversight, continuous improvement, and long-term sustainability.
Stakeholder Engagement and Cross-Office Collaboration:
Build strong working relationships with participating offices, Home Office leaders, enterprise partners, billing staff, vendors, and other stakeholders.
- Facilitate communication, problem solving, escalation, peer learning, and feedback loops across offices.
JOB REQUIREMENTS

- Able to affirm and/or acknowledge World Reliefs Core Beliefs, Statement of Faith, Christian Identity and National Association of Evangelicals' For the Health of The Nation document
- Bachelor's degree in Healthcare Administration, Public Health, Social Work, Human Services, Behavioral Health, Business Administration, Nonprofit Management, or related field.
- 5+ years of relevant experience in healthcare program or project coordination, Medicaid-funded services, behavioral health operations, multi-site implementation, reporting, or cross-functional program support.
- Demonstrated ability to manage multiple workstreams, coordinate cross-functional teams, maintain project documentation, track risks and issues, support reporting, communicate with stakeholders, and travel up to 15%.
PREFERRED QUALIFICATIONS
- Master's degree preferred.
- PMP, CAPM, Lean Six Sigma, CPHQ, Scrum, or similar project management or quality certification preferred.
- Experience with Medicaid-funded behavioral health, mental health, wellness, clinical case management, dental, or social service programs.
- Familiarity with healthcare billing, Medicaid-funded services, or revenue cycle concepts.
- Familiarity with claims workflows, documentation standards, payer requirements, Medicaid compliance considerations, EHR or billing systems, KPI reporting, or multi-site program implementation.
- Refugee resettlement or immigrant-serving experience preferred.
