Lead the team responsible for the day-to-day administration of Collier County's property portfolio. As the Management Analyst II overseeing Portfolio & Property Operations, you will supervise staff, establish priorities, and coordinate property and lease administration within Real Property Management. Working under the Real Property Manager, you will oversee assigned landlord and tenant matters, rent invoicing and collections, agreement compliance, property records, and operational reporting. You will help staff resolve issues, keep assignments progressing, and ensure matters requiring management or legal review receive timely attention.

  • Lead section operations. Plan, prioritize, and coordinate Portfolio & Property Operations activities. Assign responsibilities, balance workloads, monitor deadlines, and ensure consistent service and timely completion of work.
  • Supervise and develop staff. Provide direction, coaching, training, and performance feedback. Review work for accuracy and completeness, address performance concerns, and build cross-training and backup coverage.
  • Oversee property and lease administration. Coordinate assigned landlord and tenant matters, agreement renewals and amendments, rent invoicing and collections, and monitoring of contractual obligations. Ensure compliance concerns and required notices are addressed in coordination with the Real Property Manager and County Attorney's Office, as appropriate.
  • Maintain operational visibility. Oversee property records, agreement information, assignment tracking, and status reports. Monitor upcoming deadlines, outstanding obligations, and aging assignments; resolve barriers or elevate issues requiring management attention.
  • Improve business processes. Develop and maintain procedures, templates, checklists, workflows, and performance standards that support accurate work, consistent service, and clear accountability.
  • Analyze financial and operational performance. Evaluate revenues, expenses, workload, and service trends. Identify opportunities to improve cost effectiveness, support budget development, and provide regular performance reports and recommendations.
  • Coordinate property-related due diligence. Coordinate required appraisals, environmental reviews, title work, and financial analyses for assigned matters with the appropriate staff and consultants. Track deliverables and ensure findings are incorporated into recommendations and next steps.
  • Prepare decision-ready materials. Develop reports, executive summaries, presentations, and Board-related materials. Verify supporting information and clearly explain operational considerations, financial impacts, and recommended actions.
  • Coordinate service and issue resolution. Work with County divisions, tenants, property owners, and external partners to address property matters, clarify responsibilities, and facilitate timely responses.
  • Oversee assigned consultants and contractors. Monitor scope, schedules, deliverables, and performance for services supporting section programs and projects.
  • Support planning and special initiatives. Contribute to strategic planning and coordinate assigned cross-departmental projects. Monitor regulatory and legislative changes affecting section operations and recommend procedural updates.
  • Maintain quality and compliance.
Support audits, program evaluations, and continuous improvement efforts. Review adherence to applicable policies, procedures, and agreement requirements and coordinate corrective follow-up.
ADDITIONAL FUNCTIONS
  • Performs other related duties as required.
  • Bachelor's degree required.
  • Four (4) years of related experience; experience should be directly related to assigned business unit's programs.
  • Candidates without a degree should possess four (4) additional years of related experience.
  • Fingerprinting Required.
Salary offers above the minimum pay grade may be considered based on qualifications. Essential Employees may be required to work during an undeclared or declared emergency. The County's Administrative Office will determine who will be required to work on an incident-by-incident basis.
