Property Manager Market-Rate and Affordable Housing Portfolio | Full-Time | Reports to Ownership Job Overview We are seeking an experienced, hands-on Property Manager to lead the daily operations of a growing residential and mixed-use portfolio that includes both market-rate and affordable housing assets. This is a lead position, not a support role. The Property Manager owns portfolio performance end to end: leasing, compliance, collections, maintenance oversight, budgeting, and tenant relations, with direct accountability to ownership. The affordable housing side of the portfolio operates under HOME, LIHTC, UHAC, AHTF, Section 8, and related funded programs. The Property Manager must be fluent in these programs, not merely familiar with them, and must be able to run compliance, income certifications, waiting lists, tenant selection, and affirmative marketing without outside hand-holding. All work is performed within established company systems. The ideal candidate combines strong regulatory knowledge with real operational judgment: someone who can walk a boiler room in the morning, defend a rent roll in the afternoon, and close out an agency monitoring visit without findings. Core Responsibilities 1. Portfolio Leadership & Operations Serve as the lead operator for all assigned properties, market-rate and affordable, with full accountability for occupancy, income, expenses, and physical condition. Supervise and direct the Assistant Property Manager, leasing and compliance staff, and maintenance personnel; set priorities, review work product, and enforce company SOPs. Establish and maintain preventive maintenance schedules, unit turnover standards, and capital repair planning in coordination with ownership. Oversee vendor and contractor selection, scope, pricing, insurance compliance, and performance verification. Conduct and review property inspections; ensure findings, photos, and follow-up actions are documented in Rent Manager through completion. 2. Affordable Housing Compliance Administer all program requirements under HOME, LIHTC, UHAC, AHTF, Section 8 (HCV and project-based), and any other applicable funding or deed-restricted programs. Manage income certifications and recertifications, rent and income limit updates, utility allowances, and unit designations in accordance with program rules. Maintain and administer waiting lists, tenant selection plans, and lotteries in compliance with UHAC and program regulations. Develop, implement, and document affirmative marketing plans and outreach in accordance with UHAC and agency requirements. Prepare for and manage agency monitoring visits, file audits, and annual reporting to NJHMFA, DCA, municipal administrative agents, and other oversight bodies; resolve findings promptly. Ensure full Fair Housing compliance across all leasing, marketing, and tenant relations activity. 3. Collections & Financial Management Own accounts receivable across the portfolio: rent collection, delinquency tracking, payment plans, notices, and coordination of legal action through filing, court, and lockout where necessary. Prepare annual operating budgets for each property and monitor performance against budget monthly, explaining variances to ownership. Build and maintain financial models for property operations, including rent roll projections, expense forecasting, reserve planning, and program rent structuring. Review, code, and approve invoices in coordination with the Accounting Department; ensure proper classification by cost code, vendor, and property.
Produce monthly reporting packages:
rent rolls, vacancy summaries, delinquency reports, compliance status, and maintenance activity, all generated through Rent Manager. 4. Leasing & Tenant Relations Direct all leasing activity for market-rate and affordable units, including pricing recommendations, application processing, screening, lease execution, renewals, and move-in/move-out inspections. Serve as the senior point of contact for tenant escalations; resolve disputes professionally and document all correspondence in Rent Manager. Enforce lease terms, house rules, and program obligations consistently and lawfully under New Jersey landlord-tenant law. 5. Systems, Documentation & Reporting Ensure all tenant, leasing, compliance, maintenance, and financial data is maintained accurately and completely in Rent Manager.
Enforce company document control standards:
scanning, coding, and filing of all property records in Rent Manager and Dropbox Business under approved naming conventions. Maintain audit-ready files for every unit and every program at all times. Use Asana or equivalent tools for task management, reporting logs, and interdepartmental coordination. Education, Licensing & Requirements Bachelor's Degree required in Business Administration, Real Estate, Finance, Accounting, or a related field. Active New Jersey Real Estate Salesperson license required. Affordable housing certification from an applicable agency required, such as NJHMFA training/certification, the Rutgers Center for Government Services affordable housing certificate programs (e.g., Certified Municipal Housing Liaison or affordable housing administration coursework), or equivalent recognized credentials (COS, TCS, HCCP, SHCM). Minimum 5 years of progressive property management experience, including direct responsibility for affordable housing compliance and collections. Demonstrated working command of HOME, LIHTC, UHAC, AHTF, and Section 8 program administration, including certifications, waiting lists, tenant selection policies, and affirmative marketing. Hands-on experience overseeing maintenance operations, unit turnovers, and capital repairs. Proven experience in financial modeling, budgeting, and variance analysis for operating properties. Proficiency in Rent Manager (or ability to become certified within 3 months) and Microsoft Office Suite, particularly Excel. Thorough knowledge of Fair Housing regulations and New Jersey landlord-tenant law, including eviction procedure. Valid driver's license and reliable transportation for site visits. Preferred Qualifications CPM (Certified Property Manager) designation from IREM, or active candidacy. Additional credentials such as ARM, HCCP, SHCM, C3P, or NJHMFA compliance training. Experience with agency monitoring visits and audit closeouts (NJHMFA, DCA, HUD, municipal administrative agents). Experience with mixed-finance or mixed-income properties. Notary Public certification. Performance Indicators Portfolio occupancy and net collections against target. Zero repeat compliance findings; timely, clean agency reporting and monitoring outcomes. Budget adherence and quality of variance reporting. Delinquency reduction and collections performance. Waiting list, certification, and recertification timeliness and accuracy. Condition of properties as reflected in inspections and tenant satisfaction. Accuracy and completeness of Rent Manager data and document control.
