Job Description

RESPONSIBILITIES
The Director of Institutional Budgeting and Research Analytics serves as the principal budgetary and data officer for the University and reports directly to the Vice President for Administration and Finance / COO . This position exercises independent judgment and administrative control over the university's financial planning, resource allocation, and institutional research. The Director provides vital financial and demographic data to support institutional decision-making, attends Board of Governors meetings as requested, and serves on institutional committees to align fiscal strategy directly with institutional goals.
Budgets & Financial Administration External Budget Submissions:
Prepares annual external budget requests for submission to the Missouri Department of Higher Education and Workforce Development (MDHEWD), Office of Administration, and state appropriations committees.
Internal Budget Development:
Develops the internal budget request process and reviews requests prepared by various administrative officers.
Executive & Board Recommendations:
Prepares overall internal budget documents and recommendations for the President and the Board of Governors.
Operational Financial Oversight:
Reviews budget transfers and personnel actions; actively monitors the Education & General (E&G) and Auxiliary Budgets.
Legislative & State Support:
Responds to state-initiated requests for fiscal data, including Fiscal Notes for the Division of Legislative Research.
Investment Committee:
Serves as Assistant Treasurer of the University investment committee.
Institutional Data and Reporting External Surveys & Research:
Completes surveys and special research projects to meet external requests and institutional needs.
State Agency Liaison:
Serves as a liaison with the Missouri Department of Higher Education and Workforce Development (MDHEWD) for data-related reports and requests.
Committee Participation:
Serves on institutional committees related to data, including accreditation and planning committees.
Trend Analysis:
Analyzes information such as enrollment and demographic trends and provides appropriate data to support decision-makers.
Public Disclosure and Consumer Compliance Regulatory Compliance Monitoring:
Monitors Truman's compliance with consumer information and other reporting mandates that the university must disclose to the public.
Specialized Compliance Domains:
Oversees public disclosures and reporting such as items related to financial aid; the university's campus, facilities, and student-athletes; campus security and fire safety; and drug and alcohol abuse prevention programs. Other Duties as Assigned
REQUIRED QUALIFICATIONS
Education:
Bachelor's degree from an accredited institution in Finance, Accounting, Economics, Public Administration, Business Administration, or closely related field. Master's degree is preferred.
Experience:
Minimum of 5 years of progressively responsible professional experience in institutional budgeting, financial management, or institutional research—ideally within higher education or public sector administration. Demonstrated track record of managing complex budgeting processes and state reporting.
Skills & Competencies:
Proficiency in financial modeling, forecasting methodologies, and data analytics platforms. Comprehensive knowledge of governmental accounting standards (GASB), fund accounting, and public higher education financing models. Exceptional leadership, communication, and interpersonal skills, with the capacity to present complex financial realities clearly to all stakeholders. Rigorous attention to detail and commitment to ethical stewardship and confidentiality of sensitive institutional and financial data.
PREFERRED QUALIFICATIONS
Direct experience working within a public higher education institution in Missouri, with deep fluency in state funding formulas and MDHEWD guidelines. Direct experience utilizing higher education enterprise resource planning (ERP) systems (e.g., Banner, Workday). Experience in higher education institutional financial forecasting. Experience in SQL, R, Python, or statistical software packages used for predictive modeling and institutional research.
