Job Description
This requisition expires on April 1, 2026, but may close earlier if the position is filled prior to the expiration date. Responsible for developing, managing, and delivering affordable housing programs and projects that align with the City of Denton's mission and vision including, but not limited to, providing housing affordability recommendations, overseeing the City's Public Facility Corporation, collaborating with community partners, and making a meaningful impact on community lives.
ESSENTIAL FUNCTIONS

DUTIES Assist with development of a strategic plan for addressing affordable housing programs that align with the City of Denton's mission and vision; collaborate to set goals, objectives, and performance metrics for program success. Develop, evaluate, coordinate, perform, and manage activities for the City affordable housing programs and projects including, but not limited to, policy and program recommendations for City Council, initial planning, feasibility studies, community involvement, project design, implementation strategies, goals, objectives, analysis of program and population data and project restructuring, and approval, develop public outreach and educational programs to diverse audiences, and create up-to-date methods for reaching all potential populations affected by City programs. Oversee and complete activities for the Denton City Public Facility Corporation including, but not limited to, develop and solicit projects, develop and structure deals for affordable multifamily housing developments, manage contracted banking and underwriting services, conduct monitoring activities, facilitate meetings of the Corporation. Manage the City's Low Income Housing Tax Credit Program by implementing Council and Management direction on project selection, evaluate ownership deal structures and recognize market rates of housing construction trends. Supervises and provides support to the staff member(s) assigned to work on the City's affordable housing programs. Interpret and apply applicable Federal, State, and Local laws and rules; serve as project lead for Federal, State and Local funding-source programs including planning, organizing, implementing, and evaluating assigned community, housing services. Develop data collection systems to monitor and evaluate program outcomes, impact, and success stories. Ensure projects and/or programs adhere to timelines and budget; monitor expenditures, create and maintain performance reports for all operated and/or contracted grant-funded programs. Research and evaluate successful community service and grant opportunities for affordable housing; create grant proposals for the purposes of securing funding for new and existing housing and housing assistance programming. Establish, maintain, and enhance relationships with internal and external stakeholders and promote Community Services programs and projects; represent department at community meetings, professional organizations, service groups, businesses, City Council meetings, and City board and commission meetings, as directed. Create, maintain, prepare, and present program information including, but not limited to, materials, reports, and status updates for meetings and formal presentations; provide answers to questions from the board or commission members on past, current and future projects, and/or other departmental work. May investigate codes and ordinances and conduct field inspections, as needed. Stay abreast on the latest technology and information related to housing services; provide program improvement or compliance recommendations. Investigate internal and external stakeholder concerns; perform research for issues coordinates and facilitates necessary actions to resolve concern as appropriate; when necessary, communicate directly for identification of service needs and address concern with appropriate written, verbal, or in-person follow-up. Provide housing navigation support for persons experiencing homelessness, as needed.SUPERVISORY/BUDGET RESPONSIBILITIES
Select, train, supervise, and evaluate staff; recommend assignment/assignment change, retention, discipline, and dismissal. Develop, manage, and monitor budget; maintain accurate budget reporting; ensure that operations are cost-effective, and funds are managed wisely.OTHER DUTIES

Bachelor's Degree from an accredited college or university in Public Administration, Urban Planning, Community Development, or related field; and, Three (3) years' experience in local government, community development, urban planning, housing development, affordable housing program management, or related field; OR Any combination of related education, experience, certifications, and licenses that will result in a candidate successfully performing the essential functions of the job.REQUIRED SKILLS/ABILITIES

Knowledge of multifamily residential development financing and construction. Knowledge of housing and construction market trends. Knowledge of effective research-based strategies, theories, techniques, and methodologies. Skill in analyzing and researching, interpret and understand policies, laws, and regulations, and provide workable recommendations and solutions that maintain compliance. Skill in problem solving; identifying problems and reviewing related information to develop and evaluate options and implement solutions. Skill at the intermediate level, working with applicable Microsoft Office 365 products, and other software systems to complete work. Skill in providing exceptional service to internal and external customers. Ability to communicate effectively, both in oral and written forms, for the needs of the audience. Ability to establish and maintain effective interpersonal relationships. Ability to handle records and complex situations of a confidential nature. Ability to handle difficult and stressful situations with professional composure and confidentiality. Ability to work independently and/or with team environment while handling multiple tasks and changing priorities with attention to detail. Ability to support controversial positions, negotiation of sensitive issues and/or presentations with internal and external stakeholders. Ability to motivate, mentor, and train through direct and indirect influence to promote a culture of accountability, collaboration, and continuous improvement. Ability to develop, understand, interpret, and apply rules, policies, and procedures operations. Ability to prepare budget documentation and to monitor expenditures to implement fiscal control and maintain budget compliance.CONDITIONS OF EMPLOYMENT
Must have and maintain a valid Class "C" Driver's License and valid state required minimum automobile liability insurance prior to employment (must obtain Texas Class "C" driver's license and state required minimum automobile liability insurance within 90 days of hire per state law). Must pass a drug test, driver's license check, criminal history background check, employment history verification, and social security number verification. SAFETY Ensure equipment is in safe operating condition; perform preventive maintenance on tools and equipment, as appropriate and/or notify leadership immediately of needed repairs. Follow established safety procedures and techniques to perform job duties, including lifting and climbing; operate tools and equipment according to established safety procedures.
