All other individuals eligible and willing to become military members of the Washington Army Nional Guard and wear the military uniform. Duties HelpA GS-0260-12, EQUAL EMPLOYMENT MANAGER
Serves as principal advisor to the Adjutant General and manages the Equal Employment Opportunity programs to include Special Emphasis Programs, the Affirmive Employment Plan, Alterne Dispute Resolution, and Complaints Processing System for the Army and Air Nional Guard populion of the ste. Studies and analyzes employment laws, regulions and policies from Nional Guard Bureau Headquarters to formule and implement the ste's EEO program. Prepares and coordines the implemention of the Ste Affirmive Employment Plan. Devises methods for monitoring progress of minorities, women, those employees with disabilities, and personally monitors or coordines the work of others in monitoring actions. Together with the J1, (Director of Manpower & Personnel) formules policies designed to prohibit discriminion due to race, color, religion, sex, nional origin, age and disability. Reviews Human Resources policies and programs to determine barriers, if any; advises the Adjutant General relive to their impact on Nional Guard policy to overcome under represention of minorities and women; and recommends changes or new actions to the Adjutant General, Chief of Staff, and Human Resources Officer. Develops and conducts equal employment opportunity training for new hires and supervisors. Participes in the development and administrion of the ste's upward mobility program. Conducts meetings both on and off the Nional Guard installion with community outreach organizions in the interest of improving equal employment opportunity initiives and relionships. In conjunction with the Ste HR/EO and MEO Officers, coordines and assists in the development of ARNG EO and ANG MEO military programs and affirmive action plans. Performs necessary planning, coordinion and follow-up actions in support of these programs and plans. Counsels employees and applicants who believe they have been discrimined against; insures the timely, fair and impartial considerion and disposition of complaints; maintains and secures all documents pertinent to informal and formal complaints. Coordines formal hearings when requested by the complainant. Make recommendions to the Adjutant General on resolution of complaints. Selects Special Emphasis Program Managers and EEO Counselors, and oversees their colleral work assignments. Supervises a full-time Equal Employment Specialist as required. Must have a valid Washington ste and military driver's license. Must be able to obtain a Government Travel Card (GTC) and be able to tend all schools deemed necessary by the supervisor.

- Must maintain membership in the WA Army Nional Guard for continued employment.
- Must be able to obtain and maintain the approprie security clearance of the position.
- This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

: Must have least 36 months experience, educion or training involving the administering, delivering, maintaining, advising, and adapting advanced concepts, principles, and theories of Equal Employment Opportunity to the unique organizional, management, and mission requirements.
