A GS-1601-12, DEPUTY SURFACE MAINTENANCE MANAGER
Manages, directs, coordines, and oversees the ARNG Ste Surface Maintenance program. Determines goals and develop plans independently or jointly with higher management. Contributes significantly to the determinion of resource needs, allocion of resources, and is accountable for their effective use. Makes or recommends organizional changes th have considerable impact, such as those involving basic structure, opering cost, and key positions. Considers a broad spectrum of factors when making decisions (or recommendions to higher level management), including such mters as employee relions, labor-management relions, and the effect on other organizions. Coordines program efforts with other organizions or with Nional Guard Bureau (NGB) personnel. Plans and schedules work and production to be accomplished by subordines, sets and adjust short-term priorities. Assigns work in considerion of employee skills and mission requirements. Exercises significant responsibilities dealing with headquarters' personnel, senior commanders, and staff officers of other units, organizions, and commands. Advises high-ranking management of functions, activities and services provided. Advises, counsels, or instructs employees on work and administrive mters. Makes and/or resolves decisions on work problems presented by subordine supervisors. Develops performance standards. Evalues subordine supervisors' work performance and serves as a reviewing official of subordines supervisors' workers. Improves production or increases the quality of work directed. Manages all aspects of the maintenance program, to include long
  • and short-range planning, maintenance training and proficiency, human resources direction, budgeting, etc.
Formules directives, serves on policy boards, serves on financial management committees, etc. Ensures compliance with Nional Maintenance Program (NMP) business procedures when scheduling and executing sustainment maintenance operions. Provides technical and administrive advice to the Director of Logistics (DOL), commanders, and various staff officers regarding the surface maintenance programs, fiscal mters, organizional planning, and staffing for all levels of maintenance. Represents the ste in major command conferences affecting the maintenance program. Serves as a liaison with Army Commands, the NGB, DOL, Army Depots, etc., in all mters pertaining to maintenance activities. Plans and establishes maintenance policies, programs, and procedures to assure effective support of DoD (Department of Defense) and training mission requirements. Confers with commanders and staff to establish and implement maintenance policies, programs, and procedures. Establishes goals, objectives, and requirements for surface maintenance reled funds. Evalues accomplishment of the surface maintenance program to ensure systems and programs are functioning properly; effective utilizion and maintenance of equipment; and th projects are accomplished within established deadlines. Adjusts major scheduling of projects, as necessary, to meet changing requirements. Directs and coordines the correction of maintenance deficiencies affecting unit readiness. Analyzes maintenance production impacting equipment readiness. Responsible for authorizing the level of maintenance to be performed Table of Distribution and Allowances (TDA) for maintenance activities. Serves as a member of approprie Authorized Stock List (ASL) review board(s). Directs and controls activities reled to meriel readiness, including the Maintenance Assistance and Instruction Team (MAIT) and Command Maintenance Evaluion Team (COMET) programs, to ensure efficient operion of all facilities and organizions. Serves as program manager for surface maintenance funds. Develops the maintenance financial requirement portion of the logistics budget for submission to the Program, Budget and Accounting committee (PBAC). Conducts staff conferences to outline priorities and collabore on budget impacts caused by increased costs, changes in programs and facilities, mission/weapons system changes, and requirements for new facilities or facility remodeling, etc. Administers and monitors other maintenance funding programs as needed. Directs contractual maintenance programs within the ste. Continually reviews the financial position through subordines to ensure fiscal integrity. Exercises significant responsibilities in dealing with, or advising, higher ranked officials of other units or organizions. Assures th manpower requirements are met and coordines through the DOL to provide manpower requirements justificions and other necessary informion. Alloces available manpower resources. GENERAL EXPERIENCE
: Experience, educion, or training which has provided the applicant with a knowledge of equipment maintenance work, or skill in reading engineering drawings and specificions, using test instruments, making computions, and keeping records. Experience using computer and automion systems
SPECIALIZED EXPERIENCE
: Must have least 36 months experience in applying principles, concepts, and methods of equipment, facility, or service operions sufficient in planning assignments. Experience using well-established occupional methods and techniques to determine facility, grounds, equipment overhaul, maintenance, restorion, repair needs, etc. Experience in determinion of resource needs, allocion of resources, and budgeting/funding needs. Experience in human resources management policy mters affecting the entire organizion, with personnel actions affecting key employees to include experience coordining work forces and resources and negotiing with management or clients concerning problems. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel. OR 1-year specialized experience to least the next lower grade •
