This is an executive management position that administers and manages water and wastewater programs within the City Public Services Department. This position works under the direction of the Public Services Director, and assists in the administration of the water and sewer utilities, with a focus on the planning and project management of capital projects, addressing emerging environmental compliance regulations, utility operations, and personnel management. The ideal candidate will have a strong background in the water and wastewater fields, strategic planning, project management, and regulatory compliance, with strong leadership and communication skills. This position will also assist with other programs within the Public Services Department as assigned, such as sustainability and resiliency.

Key tasks for this position will include: Management of the utility capital improvement program, including financial planning, overseeing engineering and design or projects, and management of capital improvement projects Ensuring compliance with applicable federal, state, and local regulations; Develop and implement long-term strategies for water resource management, infrastructure development, and budget planning to meet future needs; Assisting in the procurement of goods and services required for water and wastewater operations; Serve as a public point of contact for public inquiries, community engagement, and coordination with government agencies, and other stakeholders Works with operational management staff to develop recruiting, training, and staffing plans for utility operations;
Education:
Required—An Associate's degree in water related, physical, and/or biological sciences, environmental studies, engineering or a closely related field. A Bachelor's degree in civil or environmental engineering, biological sciences, environmental science, public administration, or related fields preferred.
Experience:
Required - Three (3) or more years' increasingly responsible experience with public water and wastewater utilities, including project management, administration, compliance, and planning. Three (3) years of supervisory or management level experience in the public utilities sector or closely related field.
