JOB SUMMARY
This position is responsible for proactively enforcing the City of Titusville Code of Ordinance sections, along with state and local laws that pertain to nuisances, building, zoning, signage, Business Tax Certificates, Storm water and solid waste. This includes the permitting regulations for building, signage, fences, sidewalks, and site location permits, etc. This job may require a flexible work schedule and may work on weekend's, nights and/or holidays, when required. Reports to the Lead Code Enforcement Officer.
ESSENTIAL JOB FUNCTIONS
(ILLUSTRATIVE ONLY)
  • Performs inspections to ensure compliance with City ordinances, Florida State Statutes, and applicable regulations related to nuisances, zoning, permitting, contractor licensing, building regulations, and alcoholic beverage laws.
  • Conducts field inspections of overgrown properties, debris violations, substandard structures, construction sites, and other potential code violations.
  • Accesses and inspects difficult or restricted areas including roofs, crawl spaces, ladders, and obstructed locations to complete thorough inspections.
  • Works outdoors in varying weather and environmental conditions while conducting inspections and patrols throughout the City.
  • Maintains detailed and accurate records of inspections, violations, corrective actions, and case activity using digital software and databases.
  • Prepares reports, correspondence, violation notices, and other documentation related to enforcement activities.
  • Provides sworn testimony during Municipal Code Enforcement Board hearings, Special Magistrate proceedings, civil court proceedings, and other legal or administrative hearings as required.
  • Collects and documents information necessary to support inspection or search warrants when applicable.
  • Review permits, licenses, contractor certifications, and related records to verify compliance with applicable laws and regulations.
  • Conducts online research through state, county, federal, and local databases to obtain property, contractor, ownership, permitting, and case-related information.
  • Coordinates and schedules inspections, re-inspections, and follow-up enforcement activities.
  • Patrols assigned areas of the City to proactively identify violations of codes and ordinances.
  • Serves as a liaison between City departments, contractors, business owners, tenants, property owners, outside agencies, and the public regarding code enforcement matters.
  • Responds to complaints, inquiries, and concerns from the public in a professional and customer service-oriented manner.
  • Communicates effectively with individuals in stressful, confrontational, or sensitive situations while maintaining professionalism and sound judgment.
  • Interprets and explains City codes, ordinances, regulations, and enforcement procedures to the public and stakeholders.
  • Attends public meetings, civic meetings, hearings, and related functions as required.
  • Operates computer systems and software programs to input, retrieve, track, and manage inspection and enforcement data.
  • Exercises independent judgment and decision-making in identifying violations and addressing life safety concerns in the field.
  • Performs all other duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES
  • Knowledge of and ability to interpret and enforce the City of Titusville Code of Ordinances, Florida State Statutes, and other applicable regulations.
  • Ability to conduct online research using local, state, and federal databases and websites, including:
  • Secretary of State records
  • County Clerk of Court records
  • Property Appraiser databases
  • Federal websites and public records systems
  • Ability to organize, coordinate, and manage scheduled inspections, re-inspections, and field-generated inspections.
  • Extensive knowledge of the City quadrant system and ability to patrol and monitor all areas of the City for potential code violations.
  • Ability to work independently with minimal supervision and demonstrate initiative as a self-starter.
  • Ability to recognize violations and life safety concerns and make sound decisions and judgments in the field.
  • Ability to remain calm, professional, and effective in stressful, confrontational, or high-pressure situations.
  • Ability to prepare detailed technical reports and maintain accurate inspection records and documentation.
  • Ability to accurately calculate measurements and apply general knowledge of construction practices and industry standards.
  • Skill in operating computer systems and software programs to input, retrieve, and maintain data and records.
  • Ability to maintain written inspection logs and case files in an organized and accurate manner.
  • Ability to compose clear, professional correspondence, reports, and violation notices to businesses, contractors, property owners, and the general public.
  • Effective verbal and written communication skills with the ability to explain codes, ordinances, and enforcement procedures to a variety of audiences.
EDUCATION & EXPERIENCE
  • Must have a high school diploma or GED equivalent.
  • Must have three (3) years minimum experience in Code Enforcement or related fields, law enforcement or related fields, or any equivalent combination of experience, education, or training.
  • Must be able to attain Florida Association of Code Enforcement Certification Level I within one (1) year of employment or promotion.
SPECIAL REQUIREMENTS
  • Must possess and maintain a valid Florida Operators Driver's License with an acceptable driving record.
  • Must pass Florida Department of Law Enforcement Background Check This position is safety sensitive and is subject to testing for alcohol and controlled substances in accordance with the City's current Drugs and Alcohol policy.
During occasions of local emergencies this position may be required to report to perform emergency tasks, which may result in extended work hours as well as extended periods of time away from family members. The Incident Commander and the employee's department Head will make the determination as to who will be required to work.
