Job Description

Position Summary The Certified Code Enforcement Officer is responsible for administering and enforcing the New York State Uniform Fire Prevention and Building Code, applicable local laws, zoning regulations, and property maintenance standards. The position involves a combination of office and field work, including inspections, complaint investigations, permit review, and enforcement actions. The employee works under general supervision of the Village Board of Trustees with latitude for independent judgment and may supervise inspectors or clerical staff as assigned Essential Duties and Responsibilities The Provisional Code Enforcement Officer will perform duties that include, but are not limited to: Enforce the New York State Uniform Fire Prevention and Building Code, and applicable local laws, rules, regulations and ordinances pertaining to the construction or alteration of buildings and structures Conduct inspections of buildings, structures, and premises for compliance with building, fire safety, zoning, and property maintenance regulations Review building plans, applications, and permit submissions; issue, deny, or revoke building permits and certificates of occupancy as required Perform fire safety inspections for commercial properties, multi-unit residential buildings, and short-term rentals Investigate complaints related to unsafe structures, nuisance properties, fire hazards, and zoning or property maintenance violations Issue written notices of violation, orders to comply, corrective notices, and stop-work orders; follow through on compliance actions Prepare and maintain accurate records including permits, inspections, fees, enforcement actions, and case documentation, including reports for municipal officials and court proceedings Coordinate with property owners, contractors, engineers, fire departments, courts, and other public officials to resolve code issues Appear in court as required and prepare documentation for enforcement cases Utilize computers, tablets, and electronic permitting or inspection systems to document inspections and manage cases Manage and supervise department staff Prepare budget and attend department head meetings Other related duties as assigned Knowledge, Skills, and Abilities Knowledge of building construction practices, materials, and trades Knowledge of fire prevention principles and inspection methods Working knowledge of NYS Uniform Fire Prevention and Building Code and local zoning codes Ability to read and interpret plans, blueprints, specifications, and surveys Ability to communicate effectively with the public, contractors, and officials Ability to prepare clear, accurate reports and maintain organized records Ability to be firm, fair, and courteous while enforcing regulations Integrity, tact, sound judgment, and good physical condition consistent with job demands Minimum Qualifications Graduation from high school or possession of a high school equivalency diploma and either : • Graduation from a regionally accredited or New York State registered college or university or one accredited by the New York State Board of Regents to grant degrees with an Associate's degree in civil engineering, mechanical or construction technology or a closely related field and one year of full time paid experience in building construction, or a building contractor or journey level trades worker or in the design of buildings or in the inspection of buildings for safety and/or compliance with codes; or • Satisfactory completion of 60 semester hours at an approved four-year college or university in the program leading to a bachelor's degree in civil mechanical or construction technology, or a related field and one-year of full-time paid experience in building construction work; or Three (3) years of full-time satisfactory experience in building construction, a building trade, contracting, or inspection work; or Completion of the New York State Code Enforcement Official Basic Training Certification issued by the Department of State; or An equivalent combination of education and experience as permitted by civil service standards. Special Requirements Possession of a valid New York State driver's license or ability to meet transportation requirements Appointee must obtain and maintain New York State Code Enforcement Official certification in accordance with NYCRR Part 1208 within required timeframes (generally within 18 months of appointment) Ongoing completion of required in-service and advanced training to maintain certification.
Pay:
$20.00 - $25.00 per hour
