Job Summary

Experienced Proposal Writer to support business development efforts for airport operations and maintenance contracts. The role focuses on developing compliant, compelling, and competitive responses to Requests for Proposals (RFPs), RFQs, and related solicitations from airport authorities, airlines, and government entities. Primary service areas include baggage handling systems (BHS), passenger boarding bridges (PBB), ramp operations & maintenance (O&M), and ground support equipment (GSE) services. The ideal candidate will translate operational expertise, technical approaches, staffing plans, and past performance into clear, persuasive narratives that align with evaluation criteria and win themes.

Responsibilities Analyze solicitations (RFPs, RFQs, RFIs) to identify requirements, evaluation factors, instructions, and compliance elements; develop and maintain compliance matrices and annotated outlines.

Lead or support the full proposal lifecycle: kick-off, strategy sessions, content planning, drafting, internal reviews (color team reviews), production, and submission.

Write, edit, and refine proposal sections including executive summaries, technical approaches, management and quality plans, staffing and organizational plans, transition plans, past performance narratives, and resumes.

Collaborate closely with subject matter experts (operations, engineering, safety, HR, finance), capture managers, and business development leadership to gather accurate inputs and shape win themes

Ensure 100% compliance with solicitation requirements, formatting standards, page limits, and branding guidelines while producing professional, high-quality documents.

Maintain and improve reusable content libraries, past performance databases, and boilerplate materials.

Support post-submission activities, including clarifications, BAFO responses, and oral presentation preparation as needed.

Track deadlines, manage version control, and coordinate multi-stakeholder inputs under tight timelines typical of airport authority procurements. Minimum Requirements 3-5+ years of professional proposal writing or technical writing experience, preferably supporting public-sector, municipal, or government contracts.

Demonstrated ability to produce clear, concise, persuasive, and compliant proposal content under deadline pressure.

Strong understanding of RFP response processes, compliance matrices, and evaluation criteria.

Excellent writing, editing, proofreading, and organizational skills with meticulous attention to detail.

Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint) and collaborative tools (SharePoint, Adobe Acrobat, etc.). Experience with proposal management software is a plus.

Ability to quickly learn technical and operational subject matter (airport systems, maintenance practices, staffing models, safety/regulatory requirements) and translate it into accessible narrative

Preferred Skills Bachelor's degree in English, Communications, Journalism, Business, Technical Writing, or a related field (or equivalent professional experience).

Familiarity with Shipley or similar proposal development methodologies.

Physical Requirements/Working Conditions

This role requires the ability to remain in a stationary position for extended periods, operate a computer and office equipment, communicate effectively, and occasionally move items up to 20 pounds. Mainly sitting at a computer, minimal travel (overnight for airport meetings, conferences), walking airports on tours for 1-3 hours once or twice monthly.
