) | 08/31/26 Job Description The Division of Health Benefits in partnership with the North Carolina Health Information Exchange Authority is seeking an experienced Advanced Planning Document (APD) Writer. This is a re-post, as the current contract ends on September 30 and the contractor resigned effective 8/19/26. This position develops Advanced Planning Documents (APDs) for the Medicaid Enterprise System (MES) and NC HIEA, along with other documentation supporting MES planning, implementation, and operational activities. The role reviews APDs, provides detailed feedback, drafts CMS submittal letters, and ensures all materials meet federal expectations. Itrequires strong stakeholder engagement, project coordination, and technical communication skills. The APD Writer translates complex information into clear, accessible documentation and collaborates with project teams, technical teams, vendors, and budget offices to produce well structured, timely APDs aligned with CMS guidelines and program requirements. Prior experience developing APDs or related documents (e.g., RFPs, RFIs, contracts). Required 3 Years
Working knowledge of government regulations as they pertain to the grant proposal and APD writing process. Required 3 Years
Expert experience executing against multiple priorities/projects. Required 5 Years
Proficient use of project collaboration and tracking tools (Microsoft Project Suite, MS Teams, Zoom, etc.) Required 5 Years
Ability to interpret Medicaid policies to ensure compliance with CMS regulations. Required 3 Years
Significant writing, proofreading, and editing skills. Required 5 Years
Demonstrated project management, training and facilitating experience. Required 5 Years
