) | 08/05/26 Job Description The Division of Health Benefits, NC Medicaid Advanced Planning Office is seeking an experienced APD Writer to develop high‑quality, well‑structured, and strategically aligned APDs to support the MES Program. Job Description This posting replaces the APD Budget Analyst position (748981) and is being repurposed as an APD Writer. The APD Writer develops MES Advanced Planning Documents (APDs) and supporting materials for the NC Medicaid Program. The role drafts CMS submittal letters and integrates business engagement, stakeholder management, project management, and technical liaison activities to ensure APDs are accurate, comprehensive, and aligned with CMS requirements. The APD Writer translates complex technical and business information into clear, accessible documentation that supports system certification and compliance with federal expectations. This position collaborates closely with internal teams, external partners, vendors, and budget and contract offices to produce high-quality APDs that are well structured, strategically aligned, and submitted on schedule to meet federal and state requirements. Essential Responsibilities
  • Develop MES Advanced Planning Documents (APDs) and related documentation to support planning, implementation, and operational activities for the NC Medicaid Program.
  • Draft CMS submittal letters that clearly communicate project intent, scope, and compliance.
  • Integrate business engagement, stakeholder management, project management, and technical liaison activities to ensure APDs are accurate, complete, and aligned with CMS requirements.
  • Collaborate closely with internal teams, external partners, vendors, contract offices, and budget staff to gather information and validate APD content.
  • Ensure APDs and supporting materials are well structured, strategically aligned, and submitted on schedule to meet federal and state requirements.
  • Facilitate and coordinate APD review meetings with key stakeholders.
  • Review contract and amendment submittal letters for accuracy, clarity, and relevance.
  • Interface with mid-level executive management and project teams to articulate current APD activities and translate updates into concise, actionable summaries.
  • Maintain ongoing awareness of CMS policy updates, organizational changes, and related communications.
  • Independently review, refine, and prepare APD documents for internal and external review and approval.
  • Apply strong written and verbal communication skills to translate complex concepts into clear, accessible documentation.
  • Organize materials and complete writing assignments according to agency standards for clarity, conciseness, structure, style, and terminology.
  • Attend DHB meetings to remain informed about current activities, priorities, and developments within NC Medicaid.
  • Coordinate with Business Units to compile timely and accurate responses to CMS questions during APD and procurement document reviews.
Required/Desired Skills Skill Required /Desired Amount of Experience Prior Advanced Planning Document Development Experience. Required 2 Years Expert working knowledge in Medicaid Eligibility, NC FAST and/or HHS. Required 5 Years Expert experience executing against multiple priorities/projects. Required 5 Years Proficient use of project collaboration and tracking tools (Microsoft Project Suite, MS Teams, Zoom, etc.) Required 5 Years Ability to interpret State and Federal Medicaid policies to ensure compliance with CMS regulations. Required 5 Years Expert level communication skills, both verbal and written. Required 5 Years Demonstrated project management, training and facilitating experience. Required 5 Years Demonstrated stakeholder engagement and collaboration experience. Required 5 Years Ability to create and deliver PowerPoint presentations, and standard operating procedures (SOPs). Required 5 Years Prior RFP, RFI, grant or contract experience. Highly desired 3 Years Knowledge of state, local and county government regulations as they pertain to the grant proposal, contracts, and eligibility policy.
