Job Requirements Offutt AFB, NE Top Secret/SCI Polygraph None Career Level not specified Salary not specified Join Premium to unlock estimated salaries Job Description Apogee has an exciting new opportunity for a Financial Manager in support of the Air Force Nuclear Weapons Center Combatant Command, Command and Control (C2) Division (AFNWC/NCC). The Financial Manager provides comprehensive financial management and cost analysis support to Program Managers (PM), Financial Managers (FM), and Resource Managers (RM) within the organization. This role encompasses full-spectrum comptroller functions including planning, programming, budgeting, and execution (PPBE), cost estimating, financial analysis, and reporting. The position requires expertise in DoD financial systems, particularly Web CCaR™ and DEAMS, as well as proficiency in cost estimating methodologies for defense acquisition programs. The Financial Manager will monitor budget execution, develop financial plans and POM inputs, and provide critical decision support through financial analyses and documentation. This is a full-time position located at Offutt AFB, NE Responsibilities Budget Management & Execution Monitor the status of funds for past and current fiscal years and track budget execution Develop financial plans and Program Objective Memorandum (POM) inputs for future fiscal years Prepare budget modification requests and provide updated budget estimates and forecasts for modernization programs Build and manage realistic multi-appropriation program office spend plans using CCaR and DEAMS Track actual obligations and expenditures against spend plans and incorporate real-world adjustments Financial Analysis & Reporting Prepare financial analyses documenting the impact of funding cuts, initiatives, and disconnects Provide recommendations for handling unfunded requirements Support DoD-directed financial reports and program office reporting requirements Forecast and track obligation and expenditure rates against established goals Cost Estimating Build, update, and maintain program office cost estimates for all assigned programs Collect, analyze, and manage cost data from ongoing programs Prepare Work Breakdown Structures (WBS) and cost reporting requirements including Contractor Software Data Reports Provide cost analysis support for Analyses of Alternatives, Business Case Analyses, and Economic Analyses Support cost estimate reviews by Air Force Cost Analysis Agency (AFCAA), Service Cost Positions (SCPs), Non-Advocate Cost Estimates (NACAs), and other oversight agencies Apply various cost estimating methods including engineering build-up, parametric, expert opinion, analogy, and analytical techniques such as risk analysis and data normalization Conduct software cost estimates for both traditional and agile development methodologies, including agile sec/dev/ops and software sustainment System Management & Support Serve as subject matter expert for Web CCaR™ and Defense Enterprise Accounting and Management System (DEAMS) Provide system use assistance, training, updates, and problem resolution Ensure proper interfacing between CCaR, DEAMS, and related systems including PMRT, LCMP, WAWF, CRIS, and ABSS Identify and resolve system interface problems Acquisition Support Review and propose inputs to Requests for Proposal (RFP), including Statements of Objective (SOO), Performance Work Statements (PWS), Sections L and M Support source selection documents such as Acquisition Plans, Life Cycle Management Plans (LCMP), and Acquisition Strategies Provide Earned Value Management (EVM) support Compliance & Advisory Maintain proficiency with fiscal and appropriations laws, Air Force and DoD regulatory requirements Assist analysts in financial activities and day-to-day program office operations Work independently while ensuring compliance with proper financial procedures

Minimum of 4 years of experience in financial management, cost analysis, or related technical/professional discipline, OR 8 years of directly related experience with proper certifications, including Expert knowledge of DoD Planning, Programming, Budgeting, and Execution (PPBE) processes Proficiency in Web CCaR™ and DEAMS financial management systems Working knowledge of interfacing systems: PMRT, LCMP, WAWF, CRIS, and ABSS Strong understanding of fiscal and appropriations laws Proficiency in cost estimating methods for traditional and agile software development Experience with cost analysis tools and software Knowledge of analytical techniques: risk analysis, data normalization, phasing of estimates, inflation indices Understanding of statutory requirements and DoD policies for life-cycle cost estimating Ability to work independently and manage multiple priorities Strong analytical, communication, and documentation skillsAdditional Information Location:
