CFO Position Summary We are seeking an experienced and detail-oriented Payroll Specialist to join our team in Quincy, Washington. This position is responsible for accurate and timely payroll processing, with a strong emphasis on construction payroll, union payroll, certified payroll, prevailing wage compliance, and payroll tax reporting . The ideal candidate has hands-on experience working with field employees across multiple jobs, unions, classifications, and pay rates and understands the additional compliance requirements associated with construction and public works payroll. Key Responsibilities Process weekly payroll accurately and on schedule for field and administrative employees. Review employee timecards for accuracy, proper job numbers, cost codes, classifications, pay rates, overtime, and other required information. Process union payroll , including applicable wage rates, union classifications, deductions, employer contributions, and fringe benefits. Prepare and submit required union reports and benefit/trust remittances in accordance with collective bargaining agreements. Maintain employee union information and ensure payroll is processed according to applicable union agreements. Process prevailing wage and certified payroll for public works projects. Verify proper prevailing wage classifications, journey-level and apprentice rates, fringe benefits, overtime, and project-specific requirements. Prepare, review, and submit certified payroll reports and maintain supporting documentation. Assist with Washington Intent to Pay Prevailing Wages and Affidavit of Wages Paid documentation as needed. Monitor apprentice utilization and payroll classifications where applicable. Calculate and process payroll deductions, garnishments, benefits, PTO, bonuses, reimbursements, and other payroll adjustments. Prepare and reconcile federal and state payroll taxes and related liabilities. Assist with quarterly and annual payroll reporting, including Forms 941, 940, W-2 and W-3 . Handle Washington employer reporting requirements, including unemployment insurance, Paid Family & Medical Leave, WA Cares, and workers' compensation reporting. Reconcile payroll registers, payroll tax liabilities, union liabilities, and general ledger payroll accounts. Maintain accurate employee payroll records and documentation. Process new hires, terminations, wage changes, deductions, and other employee payroll updates. Respond to employee questions regarding paychecks, deductions, taxes, union benefits, and payroll-related matters. Assist with payroll audits, union audits, workers' compensation audits, and government or prevailing wage compliance reviews. Work closely with Accounting, HR, Project Management, and field supervision to resolve payroll and timekeeping discrepancies. Maintain confidentiality of payroll, compensation, and employee information. Perform additional accounting and administrative duties as assigned. Required Qualifications 3+ years of payroll experience , preferably within construction or a similar project-based industry. Hands-on union payroll experience required. Experience preparing and submitting certified payroll and prevailing wage reports required. Strong understanding of payroll taxes, deductions, employer contributions, and payroll reporting. Knowledge of federal and Washington State wage and hour requirements. Experience working with multiple wage rates, job classifications, union agreements, fringe benefits, and prevailing wage determinations. Experience reconciling payroll and payroll-related general ledger accounts. Strong Microsoft Excel skills. High level of accuracy, organization, and attention to detail. Ability to meet strict weekly, monthly, quarterly, and annual deadlines. Ability to handle confidential employee and company information appropriately. Strong communication and problem-solving skills. Preferred Qualifications Previous payroll experience with a heavy civil, powerline, utility, or general construction contractor . Experience with Foundation Software or another construction accounting/payroll system. Experience with Washington public works and L&I certified payroll reporting. Experience administering payroll for multiple unions, locals, or collective bargaining agreements. Familiarity with union trust reporting and benefit remittances. Experience with multi-state payroll is a plus. Experience with certified payroll audits, union audits, and workers' compensation audits. Associate's or bachelor's degree in Accounting, Finance, Business Administration, or a related field is preferred but not required. What We're Looking For The right person for this role is dependable, highly organized, and comfortable taking ownership of the payroll process from time entry through reporting and reconciliation. Construction payroll can be complex, so we are looking for someone who understands that the details matter—particularly when working with union agreements, prevailing wage classifications, certified payroll, fringe benefits, and payroll taxes. This position requires someone who can identify discrepancies, research issues, communicate effectively with field and office personnel, and ensure payroll remains accurate and compliant. Work Location This is an in-office position located in Quincy, Washington . Compensation & Benefits Competitive compensation based on experience and qualifications.
