Job Description

Position Overview We are seeking an experienced Project Controls / Financial Consultant & Invoice Reviewer to provide financial consulting, advisory oversight, project financial controls, and invoice/payment application review support for major construction and capital improvement projects. This role extends beyond transactional invoice review. The consultant will provide financial oversight across the project lifecycle, including monitoring project budgets, expenditures, commitments, forecasts, funding sources, and cost trends while helping project leadership understand the overall financial position of the project. A key component of the position will be understanding and managing the "color of money"—identifying, tracking, and monitoring different funding sources and funding buckets to ensure project expenditures are appropriately allocated, documented, and reported against available funding. The consultant will also perform detailed audits and reviews of contractor payment applications, professional service invoices, change orders, and supporting documentation to verify accuracy, contractual compliance, appropriate approvals, and alignment with project progress. The successful candidate will serve as a financial resource and advisor to project leadership, identifying financial risks, cost-saving opportunities, funding concerns, forecast variances, and other issues that may affect project financial performance. This position requires a highly analytical professional who can independently evaluate complex construction financial information and translate that information into clear, defensible findings, recommendations, forecasts, and management-level reports. Key Responsibilities Project Financial Controls & Advisory Provide financial consulting and advisory oversight related to project budgets, costs, commitments, expenditures, funding, forecasting, and overall financial performance. Monitor project budgets, actual expenditures, commitments, forecasts, contingencies, and cost variances throughout the project lifecycle. Track and analyze multiple project funding sources and funding buckets ("color of money") to ensure costs are appropriately allocated and expenditures remain aligned with available funding. Monitor funding utilization and identify potential funding gaps, restrictions, misallocations, or other financial concerns. Develop and maintain project cost forecasts, including anticipated future expenditures, commitments, remaining costs, and projected final costs. Analyze budget-to-actual performance and identify trends, variances, cost pressures, potential overruns, and other financial risks. Perform cost reconciliations across project financial records, invoices, contracts, commitments, change orders, and other supporting documentation. Provide financial analysis and recommendations to project leadership regarding cost management, funding utilization, forecasting, and financial risk. Identify and evaluate cost-saving opportunities and recommend potential efficiencies, cost avoidance strategies, or other financial improvements that may provide value to the client. Assist project leadership in evaluating the financial impact of project decisions, scope changes, change orders, schedule changes, and other construction activities. Invoice, Payment Application & Change Order Review Perform detailed audits and reviews of construction payment applications for accuracy, completeness, supporting documentation, contractual compliance, and alignment with project progress. Review professional service invoices, including consultant, engineering, design, and other project-related invoices, to verify billed amounts, rates, hours, expenses, and other charges against applicable contracts and agreements. Reviewing contractor and vendor invoices to confirm billed costs are appropriate, adequately supported, properly coded, and consistent with contractual requirements. Review change orders for appropriate approvals, pricing, funding, supporting documentation, cost allocation, and compliance with applicable contract requirements. Identify duplicate charges, unsupported costs, billing discrepancies, mathematical errors, incorrect allocations, questionable expenses, and other potential financial issues. Coordinate with contractors, consultants, project managers, finance teams, and other stakeholders to research and resolve invoice, payment application, change order, and financial discrepancies. Document review findings and provide clear recommendations regarding questioned, unsupported, or potentially noncompliant costs. Financial Reporting & Analysis Develop and maintain financial reports, cost-control documents, reconciliations, forecasts, and project tracking tools. Use Microsoft Excel extensively for formulas, financial modeling, reconciliations, data analysis, cost tracking, forecasting, and reporting. Develop ad-hoc financial and project controls reports based on client and project needs. Create financial reports from the ground up when necessary, including reports and analyses intended for Director-level management and other senior project leadership. Translate complex project financial data into concise management-level reports, summaries, dashboards, and recommendations. Analyze financial information from multiple project systems and sources to identify trends, discrepancies, risks, and opportunities. Support weekly, monthly, and ad-hoc financial reporting cycles. Maintain accurate, organized, and audit-ready project financial documentation. Project Closeout & Financial Audit Support Support construction closeout auditing, including verification and reconciliation of final project costs, invoices, approved change orders, commitments, and outstanding financial obligations. Review remaining work and punch list items to understand their potential financial impact and ensure anticipated costs are appropriately reflected in project forecasts. Verify that project financial records accurately reflect completed work, remaining obligations, and final contractual commitments. Assist with final cost reconciliation and financial closeout documentation. Support audit readiness by maintaining clear documentation supporting project expenditures, funding allocations, approvals, invoices, and financial decisions. Required Qualifications Bachelor's degree from an accredited college or university. Minimum of 8 years of experience in Project Financial Controls, preferably supporting construction, infrastructure, capital improvement, engineering, or similarly complex projects. Minimum of 8 years of experience reviewing construction payment applications, professional service invoices, and change orders. 8-10 years of construction industry or major capital project experience. Demonstrated experience with project financial management, budgeting, cost controls, forecasting, financial analysis, and contract compliance. Experience tracking project expenditures against multiple funding sources or funding buckets and understanding how funding requirements affect cost allocation and financial reporting. Strong understanding of construction invoicing, payment processes, professional service invoices, change management, cost management, and project financial controls. Demonstrated ability to review detailed financial and contractual documentation for accuracy, appropriate support, and compliance. Experience identifying financial discrepancies, unsupported costs, cost risks, and potential savings opportunities and communicating recommended corrective actions. Extensive Microsoft Excel experience, including formulas, data analysis, financial tracking, reconciliations, forecasting, and development of reporting tools. Demonstrated ability to develop ad-hoc reports and create financial reporting tools and management reports from scratch. Ability to analyze complex financial information and communicate findings clearly to Director-level management, clients, project managers, finance teams, contractors, consultants, and other stakeholders. Strong analytical, organizational, documentation, and problem-solving skills. Strong written and verbal communication skills. Ability to work independently while operating effectively within a client-facing, multidisciplinary project environment. The consultant will be expected to: Attend required weekly and monthly project meetings, as well as other project meetings when necessary. Work remotely when reviewing payment applications, professional service invoices, change orders, budgets, forecasts, financial records, funding information, and related documentation. Collaborate with project managers, finance teams, contractors, consultants, client representatives, and project leadership. Obtain required project credentials, badging, or security access if determined necessary. Utilize a project/client email account if provided. Specific badging and security requirements will depend on the level of onsite and network access required. Ideal Candidate The ideal candidate combines construction financial expertise with strong project controls, consulting, analytical, and invoice audit capabilities. This individual understands that effective project financial oversight extends beyond determining whether an invoice is mathematically correct. They can evaluate how payment applications, professional service invoices, change orders, commitments, funding sources, budgets, forecasts, and actual project progress collectively affect the financial health of a construction project. The successful candidate will understand the "color of money" and be capable of tracking expenditures across multiple funding sources while identifying potential funding, allocation, compliance, and forecasting concerns. They will be able to move comfortably between detailed transaction-level review and higher-level financial advisory work—auditing an individual invoice or payment application one day and developing a project forecast, funding analysis, cost-savings recommendation, or Director-level financial report the next. The ideal candidate will also demonstrate the ability to independently identify discrepancies, financial risks, cost-saving opportunities, and emerging trends and provide clients and project leadership with clear, well-supported recommendations. Above all, this individual should be highly detail-oriented, financially analytical, comfortable working with complex construction documentation, and capable of serving as a trusted financial resource to both project teams and senior management.
