Help advance real property projects that support Collier County's public services and long-term priorities. As a Property Acquisition Specialist II supporting Strategic Projects & Business Operations, you will perform highly complex technical work related to the acquisition, sale, and leasing of real property. You will help move assigned transactions from initial research and due diligence through negotiation, closing, and final documentation. Working with property owners, County staff, and the County Attorney's Office, you will investigate ownership and property conditions, prepare transaction documents, and coordinate outstanding requirements. Your technical expertise and follow-through will help resolve property issues and keep projects progressing.
- Research properties and evaluate transaction information.
Conduct complex investigations of properties considered for County purchase or sale. Research public records, plats, zoning regulations, and other legal documents through online resources, databases, telephone inquiries, and in-person contacts. Document findings, obtain information needed to pursue transactions, and review and analyze real estate appraisals.
- Investigate title and environmental conditions. Order and perform title searches to identify liens and encumbrances. Request and process environmental assessments received from Collier County Pollution Control.
- Interpret technical property information. Review and apply information from engineering plans, zoning and tax maps, appraisals, aerial maps and photography, title searches, and other applicable sources. Conduct site visits as needed to gather and clarify information supporting complex property conveyances and acquisitions.
- Prepare accurate, complete transaction documents.
Determine and prepare the legal documents needed for property conveyances, acquisitions, and leases. Ensure documents are thoroughly researched, defensible, and consistent with applicable formats and standards. Prepare legal descriptions and verify the accuracy and completeness of descriptions prepared by less experienced specialists. Prepare documents for financial institutions involved in proposed acquisitions and complete forms required for official recording.
- Negotiate property transactions. Conduct complex negotiations on behalf of the County for the acquisition or sale of real property needed or owned by the County.
- Support condemnation proceedings. Prepare suit files and forward them to the County Attorney's Office to initiate condemnation proceedings.
- Coordinate closings and transaction completion. Prepare final documents, obtain required signatures, and provide transaction materials to the County Attorney's Office for final review. Prepare and process requests for compensation using appropriate billing and account information. Monitor each step to ensure transactions are completed by established deadlines.
- Assist property owners and project partners. Provide information and assistance to property owners, the County Attorney's Office, County divisions, and the public regarding assigned transactions and division policies, procedures, and services.
- Share technical knowledge. Provide direction, guidance, and training to less experienced property acquisition staff and review their work upon request. This position has no formal supervisory responsibility.
- Keep assigned projects moving. Monitor project status, facilitate timely progress, and maintain current databases and status reports. Close projects in the system once all required documentation and activities are complete.
- Process tax prorations. Request, obtain, and process tax prorations from the Tax Collector's Office.
- Maintain complete property records.
Organize and maintain hard-copy files and supporting documentation for each assigned property transaction.

- Performs other related duties as required.
- Associate degree required.
- Three (3) years of related experience.
- Candidates without a degree should possess two (2) additional years of related experience.
- Fingerprinting required.
LICENSES/CERTIFICATES
- Must possess and maintain a valid Florida Driver's License with any applicable endorsement(s) to drive a County vehicle as provided in
CMA 5805.
Salary offers above the minimum pay grade may be considered based on qualifications. Essential Employees may be required to work during an undeclared or declared emergency. The County's Administrative Office will determine who will be required to work on an incident-by-incident basis.
