Job Description
Statement of Duties Position performs complex administrative, supervisory, and professional work in managing the Tax Collector's Office. Work includes directing the issuance of tax bills and collection of payments, reconciling accounts and making deposits, developing and administering department budget, policies, and procedures, supervising staff, and directing and coordinating the activities of the Tax Collector's Office. Supervision Employee works under the administrative direction of the Finance Director and Town Manager, and according to Rhode Island General Laws and municipal policies and objectives. Employee establishes long and short-range plans and objectives, personal performance standards and assumes direct accountability for department results. Employee consults with the supervisor only where clarification, interpretation, or exception to municipal policy may be required. Position exercises control in the development of departmental policies, goals, objectives, and budgets. Position is also expected to resolve all conflicts that arise and coordinate with others as necessary. Employee has access to confidential lawsuit information. Position is responsible for the supervision of three (2) full time employees, and two (1) seasonal employees located in the same office. Position recommends the hiring, firing, and discipline of employees, and is responsible for the evaluation of employees. Workload fluctuates according to billing cycles; increases in workload can usually be planned for in advance. Employee is required to work outside of normal business hours as necessary to accomplish the position's responsibilities. Job Environment Work is performed according to state laws and municipal policies and procedures. Position requires the use of extensive judgment and ingenuity to develop new or adapt existing methods and approaches for accomplishing objectives, or to deal with new or unusual requirements within the limits of the guidelines or policies. Employee is recognized as the department or functional area's authority in interpreting the guidelines, in determining how they should be applied, and in developing operating policies. Work consists of employing many different concepts, theories, principles, techniques,
•and practices relating to municipal tax collection. Assignments typically concern such matters as studying trends in the field for application to the work; assessing services and recommending improvements; planning long range projects; devising new techniques for application to the work; and recommending policies, standards or criteria. Errors can result in legal repercussions, or monetary loss. Position has constant contact with the public, for the purpose of receiving and processing tax payments, responding to requests or complaints, or providing explanations and problem solving. Position has daily contact with other town departments, attorneys, financial institutions, and other municipal tax collection offices, for the purpose of verifying tax information, giving or receiving information and assistance, and coordinating work. Contact usually occurs in person, by mail, fax, e-mail, in writing, or on the phone. Position Functions The essential functions or duties listed below are intended only as illustration of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related, or a logical assignment to, or extension of the position. Essential Functions 1. Ensures the efficient operation of the Tax Collector's Office, supervises and assigns work to employees, cross-trains employees in all areas of work, provides back up support and assistance to staff in all areas of work. 2. Collects taxes, records, reconciles, and deposits payments; prepares Municipal Lien Certificates. 3. Provides customer assistance; reviews and issues delinquency notices; conducts research and resolves problems; processes bankruptcies; maintains and updates records; and prepares correspondence. 4. Ensures that the Tax Assessor's records are correct, resolves errors in ownership, plat/lot numbers, dollar values, and resolves errors. 5. Works closely with the Treasurer's Office to report deposits, maintains accurate accounts receivable records for use with balancing cash receipts, and balances sheet accounts with the Treasurer's office on a monthly basis; provides information to the Treasurer's office necessary in making adjusting journal entries. 6. Maintains and updates computer program for the office, corresponds with vendor to resolve problems, and orders office supplies as needed. 7. Generates and reviews reports indicating payments received, in this office, on accounts forwarded to the collection agency and the State via Tax Offset. 8. Processes Tax Sales, determines who should be placed on tax sale, sends tax sale intention notices, makes agreements with those taxpayers who would like to avoid tax sale, provides attorney with a list of taxpayers to perform title work on, places necessary ads in the paper, computes the cost of each property and presides over the actual tax sale, types and records a Collector's Return, sends the necessary information to our Town Solicitor so that he can produce the Collector's Deeds to be notarized and recorded by the Town Clerk's office. 9. Processes redemption deeds, computes redemption price, collects, distributes funds. Produces the Redemption deed, and records the deed upon completion. 10. Print tax bills in house and procure vendors, mail bills, and prints bills in-house. 11. Computes and prints sewer assessments and sewer use bills. 12. Works closely with West Warwick Sewer Department to calculate sewer use fees owned by Coventry. 13. Processes property takings for lack of paying taxes. 14. Maintains and updates personnel records for the department. 15. Processes vouchers for departmental expenses. 16. Prepares Tax Collector's annual budget. 17. Attends training and seminars as required for professional development, and to remain abreast of changes in tax laws and collection procedures. Physical and Mental Requirements Employee works in a moderately loud office setting and is required to talk, listen/hear, and use hands more than 2/3rds of the time; stand, walk, sit, and reach with hands and arms up to 2/3rds of the time; and climb or balance up to 1/3rd of the time. Employee may occasionally be exposed to hostile individual or situations. Employee frequently lifts up to I0 lbs., occasionally lifts up to 30 lbs., and seldom lifts up to 60 lbs. Normal vision is required for this position. Equipment operated includes office machines and computers. Education and Experience A candidate for this position should have a Bachelor's degree in Finance or related field, and three (3) to five (5) years of experience in accounting or finance administration. Knowledge, Skills and Abilities A candidate for this position should have working knowledge of municipal taxation.
