Job Description

Nature of Work:
This is a highly responsible administrative and financial management position involving municipal accounting, treasury functions, tax collection, payroll administration, and duties of a statutory and quasi-legal nature. The position requires considerable interaction with the public, Town employees, Department Heads, the Town Council, the Town Manager, the Town Assessor, the Town Auditor, workers' compensation auditors, and representatives of federal, state, and local government agencies. The Treasurer/Tax Collector/Payroll Clerk also provides oversight and supervision of front office staff and is responsible for ensuring the accurate, timely, and professional administration of assigned financial and administrative functions. Work is performed under the direction and supervision of the Town Manager.
Essential Duties and Responsibilities:
Treasurer:
Manages the Town's cash and investment accounts in accordance with applicable laws, policies, and established financial practices. Performs monthly reconciliations of checking, sweep, investment, and other applicable financial accounts. Performs monthly reconciliation of the Town's subsidiary ledgers, including taxes, escrows, grants, prepaid accounts, accounts payable, and accounts receivable. Prepares and distributes monthly revenue and expenditure reports to the Town Council, Town Manager, and Department Heads. Assists with the organization, preparation, and administration of the Town's annual municipal budget. Performs responsibilities associated with the tax foreclosure process. Prepares and submits required reports to the State of Maine, including applicable gas tax and excise tax reimbursement reports. Administers the accounts payable process and prepares the monthly warrant for consideration by the Town Council. Prepares schedules, reports, reconciliations, and other information necessary for the annual audit and year-end financial closing, including fixed assets, accrued payroll, abatements, and schedules of operations. Works cooperatively with the Town Manager, Town Auditor, Department Heads, and other staff to maintain accurate financial records and appropriate internal financial controls.
Tax Collector:
Recommends annual property tax due dates and interest rates to the Town Council in accordance with applicable law. Coordinates with Town staff and applicable service providers to prepare, produce, and distribute property tax bills. Processes property tax payments, abatements, supplemental tax bills, and other related transactions. Responds to taxpayer and general public inquiries and requests for information concerning property taxes, tax liens, and tax foreclosures. Administers the municipal tax lien process, including preparation and issuance of notices, lien discharges, and maintenance of delinquent taxpayer records. Processes third-party property tax payments made electronically or by credit card through the Town's authorized payment systems. Processes third-party motor vehicle excise tax payments and performs required monthly data uploads to Rapid Renewal or other applicable State systems. Maintains accurate and complete tax collection records in accordance with applicable State law and municipal procedures.
Payroll Clerk:
Processes biweekly payroll and maintains accurate records relating to wages, insurance, retirement contributions, deductions, and other employee compensation and benefits. Prepares and submits required monthly retirement contributions and reports, including applicable 401, 457, and MainePERS programs. Calculates taxable employer-provided life insurance and other taxable employee benefits as required. Prepares required tax reporting documents, including 1099 forms. Maintains and reconciles employee vacation, sick, personal, and other applicable leave balances. Completes and maintains required employment documentation for new employees, including I-9 forms, federal and state tax withholding documents, benefit enrollment information, and retirement documentation. Maintains employee and employer payroll, benefit, and personnel-related financial records within the responsibilities of the position. Processes workers' compensation claims and coordinates information required for the annual workers' compensation audit. Maintains and prepares invoices and other supporting financial documentation. Works with employees, Department Heads, benefit providers, and appropriate governmental agencies to resolve payroll and benefit-related matters.
Requirements of Work:
Detailed and specialized knowledge of municipal accounting, cash management, investments, budgeting, payroll administration, and financial recordkeeping. Working knowledge of Maine municipal tax collection, tax lien, and tax foreclosure procedures. Working knowledge of applicable federal and state payroll laws, tax requirements, reporting requirements, and employment-related financial regulations. Ability to accurately maintain financial records and perform account reconciliations. Ability to organize and prioritize multiple responsibilities, meet statutory and administrative deadlines, and work independently with limited supervision. Ability to exercise sound judgment, discretion, and confidentiality when handling financial, personnel, and taxpayer information. Ability to communicate effectively and professionally with Town officials, employees, taxpayers, governmental agencies, vendors, auditors, and members of the public. Ability to establish and maintain effective working relationships with fellow employees, elected officials, and the general public. Ability to supervise, coordinate, and provide direction to front office staff.
Training and Experience Required:
Graduation from a two-year college or university with a degree in accounting, finance, business administration, public administration, or a closely related field; or at least three (3) years of progressively responsible experience in municipal accounting, finance, payroll, tax collection, or a related field; or an equivalent combination of education, training, and experience that provides the knowledge, skills, and abilities necessary to successfully perform the duties of the position.
Pay:
$85,000.00 - $95,000.00 per year
