GENERAL STATEMENT OF JOB
The City of Arcola is seeking a detail-oriented and analytical Financial Analyst to support the City's financial operations, accounting processes, budgeting, and reporting functions. This position reports to the Finance Director and assists with day-to-day financial operations while helping ensure accurate financial records, regulatory compliance, strong internal controls, and overall operational efficiency. s
ESSENTIAL DUTIES AND RESPONSIBILITIES
Maintain and manage daily financial transactions, including accounts payable (AP), accounts receivable (AR), payroll processing, and general ledger activities. Process vendor invoices, employee reimbursements, utility payments, and customer receipts in a timely and accurate manner. Prepare and process payroll, including payroll tax reporting, benefit deductions, and payroll reconciliations. Perform monthly bank reconciliations, account reconciliations, and balance sheet reconciliations. Assist with month-end and year-end closing processes. Prepare financial reports, budget reports, cash flow reports, and supporting schedules for management and City Council review. Assist in the preparation, monitoring, and analysis of the City's annual operating budget and departmental budgets. Monitor revenues and expenditures to ensure compliance with approved budgets and financial policies. Maintain accurate financial records in accordance with governmental accounting standards and City policies. Utilize and maintain accounting systems, including QuickBooks and other financial software applications. Assist with audit preparation and provide supporting documentation for external auditors. Track grant revenues and expenditures and assist with financial reporting requirements when applicable. Review financial data for accuracy, completeness, and compliance with internal controls and applicable regulations. Support procurement, purchasing, and contract payment tracking processes. Assist with preparation of journal entries and maintenance of supporting documentation. Respond to inquiries from vendors, employees, departments, and residents regarding financial transactions or account issues. Recommend process improvements to increase efficiency and strengthen internal controls. Perform other related duties as assigned. s
PREFERRED QUALIFICATIONS
Associate's or Bachelor's degree in Accounting, Finance, Business Administration, or related field preferred. Experience in municipal, governmental, nonprofit, or small business accounting preferred. Working knowledge of QuickBooks, Microsoft Excel, and financial reporting systems. Experience with accounts payable, accounts receivable, payroll, reconciliations, and budget tracking. Understanding of basic governmental accounting principles and internal controls is preferred. Strong analytical, organizational, and communication skills. Ability to maintain confidentiality and work independently in a fast-paced environment. s
