The State of Wisconsin, Department of Military Affairs (DMA) is hiring a Financial Specialist- Senior. This position is located at Volk Field Combat Readiness Training Center (CRTC) in Camp Douglas WI.
Work Hours:
Monday through Friday 7:30 to 4:00 pm. We offer an opportunity to engage with a team of dedicated professionals, with a truly worthwhile mission. Volk Field is one of only four Air National Guard Combat Readiness Training Centers in the nation, and the only one that does not share its airfield with a civilian airport. The Training Center Mission is to provide a year-round integrated training environment (airspace, facilities, equipment) for units to enhance their combat capabilities and readiness. Position Summary Under general supervision of the Production Control NCOIC (Non-Commissioned Officer in Charge), this position assists in the management of program budgets and funds. Independently serves as the program manager for the Civil Engineering Reimbursement Program. Develops and processes blanket purchase agreements, purchase orders and requisitions in the financial system, travel vouchers via serving as a purchase card holder for travel and training, purchase card statements, and general service billing. In addition, the position develops simplified bids in compliance with State and Federal regulations, oversees contracts, prepares budget and related reports, reviews and approves purchase requests and invoices, generates and maintains accounting records, reports, and other supporting documentation. Maintains accounts in compliance with, federal and state administrative rules, Air Force and state regulations and directives. Prepares and maintain publications, correspondence, files, regulations, policies, directives, and reference library. Serves as the System Administrator for Integrated Engineering Management System (IEMS). Provides administrative support to the Civil Engineering Division Director and Program staff in designated areas. Assists in providing space and facilities management. Salary Information Starting pay is $26.08 hr. This position is in the 02/13 pay schedule/range. A 12-month probation will be required. Job Details In order to gain access to the military facilities and to determine whether the circumstances of any conviction may be related to the job being filled, DMA will conduct a comprehensive background check. In addition, the position requires a Common Access Card (CAC). A CAC requires successful completion of a Department of Defense investigation which is an additional more in-depth federal background check, for gaining access to federal computer systems, restricted locations, or classified information. The Department of Military Affairs does not sponsor work visas at the time of hire or anytime during employment. All persons hired will be required to verify identity and eligibility to work in the United States and complete the required Employment Eligibility Form I-9. This is a State of Wisconsin Civil Service position. The DMA does not require current or previous military experience. All new permanent, project, and limited term employees will be required to report to Joint Force Headquarters (JFHQ) in Madison on the Monday of their first week of employment for the New Employee Orientation (NEO) program. Additional information will be sent to the new employees and their supervisors on the Tuesday prior to NEO. Qualifications Candidates who meet minimum qualifications will have experience with: Communicating budget information as needed or required, such as quarterly reports for budget meetings, to organization management and staff, and/or to outside agencies. Reviewing and analyzing data. Microsoft Word, Excel, and Outlook (please explain what experience you have with each program e.g., mail merges, creating formulas, writing emails, etc.). In addition to the minimum qualifications, well-qualified candidates will also have the following preferred qualifications: Working within a maintenance shop, or civil engineering department. Preparing for and participating in financial audits/evaluations of an organization, and making changes or corrections based on audit/evaluation findings.
