Family Services is seeking an SUD Clinical & Administrative Manager to provide clinical and administrative leadership for SUD program, with responsibility for supervising program staff, supporting program development, ensuring quality service delivery, and driving continuous quality improvement. This position plays a key role in maintaining strong community partnerships while supporting the overall operational and fiscal health of the program. The ideal candidate is a confident, compassionate, and collaborative leader who brings both strong clinical expertise and effective management skills. The Manager will lead with confidence and humility, fostering a supportive environment where staff feel empowered to grow, learn, and provide high-quality services to clients and families.Responsibilities:
Provide leadership, supervision, and coordination of clinical supervision for SPIRITT within the approved guidelines of the Board of Behavioral Science Maintain an awareness of new mental health laws governing programs. Plan, organize, direct, coordinate, and evaluate the mental health component of the Agency to ensure program quality. Regularly review all client charts to ensure quality related to documentation (e.g., treatment plans, progress notes, confidentiality documents, Drug Medi-Cal timelines, etc.) Provide administrative support in personnel issues, such as hiring and terminating program personnel, as well as implementing and maintaining Program(s) and Agency Policies and Procedures Track and monitor staff productivity, identify performance barriers, and collaborate with staff to develop and implement plans that address concerns and improve staff productive outcomes. Track and evaluate client outcomes, analyze program performance data, and develop and report improvement plans to address gaps and enhance client success. Participate in the LA County Substance Abuse Prevention and Control (SAPC) Value-Based Initiative by monitoring performance outcomes, supporting quality improvement efforts, and implementing strategies to achieve program goals and performance benchmarks. Track and monitor program expenses and revenue, collaborate with directors and accounting staff to review financial performance, and develop strategies that minimize losses while maintaining program goals and operational efficiency. Oversee calendar and scheduling of clinical supervision to ensure compliance with laws. Attend SAPC provider meetings, SPA 7 & SPA 3 community meetings, coalitions, county workgroups, conferences, and interagency meetings to represent agency/program. Maintain an awareness of State Laws and Regulations concerning Substance Use and preventative modalities. Oversee, review, train, and update Clinicians & Supportive Staff to ensure accuracy and consistency in program quality, external reports/letters and client files through weekly individual and group supervision meetings. Assist with auditing charts to ensure compliance with contracts (i.e. check for all required forms, signatures and any other elements needed to complete files) Participate in the development and attainment of team, program, and agency goals. Be available to staff/clients after hours for crisis/case consultation. Participate and assist with agency and initiative wide evaluation of program outcomes and impact. Role model a professional clinical presence that supports and enhances the work of counseling staff. Supervise the discharge of Drug Medi-Cal substance use disorder treatment services of counselors to beneficiaries in accordance with Title 22. Understand and promote best practice in working with dual diagnosed clients Clinical Supervisor. Skillfully utilize and understand DSM V and ICD-10 as it pertains to diagnosis and billing of Drug Medi-Cal beneficiaries. Ensures CARF accreditation standards are to be adhered to and documented. Adhere to Agency Policies and Procedures and funding/contract(s) requirements. Requirements LPHA, License-Eligible LPHA, registered or certified SUD Counselor, Certified Peer Support Specialist, or equivalent experience may be considered. Minimum of two years of experience providing or coordinating family supportive services for youth and/or families. Experience with adolescents, caregivers, behavioral health, substance use treatment, child welfare, probation, education, or community-based services preferred. Knowledge of family systems, recovery-oriented practices, trauma-informed care, youth development, and culturally responsive service delivery. Strong communication, facilitation, relationship-building, documentation, and computer skills.
