Knowledge of effective Board-Superintendent governance practices, including Team of Eight principles, Board policy development, and governing-board operating frameworks. In-depth knowledge of Texas educator preparation and certification requirements, State Board for Educator Certification rules and standards, accountability requirements, and certification pathways for teachers, counselors, principals, and superintendents. Experience providing strategic oversight for TEA initiatives, preferably including the Teacher Incentive Allotment, Texas Strategic Staffing, teacher mentoring programs, or related workforce-development initiatives. Documented experience developing and leading systemic, organization-wide or district-wide supports that improve employee effectiveness, organizational alignment, operational performance, and student outcomes. Expertise in designing and implementing talent-pipeline, workforce-development, succession-planning, recruitment, and retention strategies. Experience writing, interpreting, implementing, and presenting administrative regulations, operating procedures, and Board policies. Knowledge of the Texas Public Information Act, records-management requirements, and processes for coordinating timely, accurate, and legally compliant responses to public information requests. Provide executive leadership for Region 4's human capital, educator development, workforce strategy, and organizational culture in alignment with the Region 4 Advancement Engine. Lead Human Resources operations; oversee Board policy administration and Public Information Act requests; and ensure organizational practices support legal compliance, operational effectiveness, employee engagement, and institutional accountability. Provide strategic oversight for educator preparation and certification programs for teachers, counselors, principals, and superintendents, as well as TEA strategic initiatives, including the Teacher Incentive Allotment, Texas Strategic Staffing, and the Teacher Mentor Program.
