Job Purpose The Human Resources Manager is responsible for the strategic leadership and administration of the Company's Human Resources and Industrial Relations functions. The incumbent provides expert advice to Executive Management on employee relations, industrial relations, collective bargaining, workforce planning, organisational development, performance management, and human resource governance. The role is responsible for maintaining constructive relationships with recognised majority unions, ensuring the effective administration of collective agreements, managing labour relations risks, and promoting a high-performing and engaged workforce. The incumbent also oversees talent management, compensation and benefits, policy development, organisational effectiveness, and compliance with employment legislation and regulatory requirements in Trinidad and Tobago. Key Responsibilities 1. Strategic HR Leadership & Organisational Effectiveness Collaborate with the General Manager to drive organisational effectiveness, change management initiatives, conflict resolution, and employee engagement strategies Lead the development and implementation of HR strategies aligned with corporate goals Drive innovation and foster a culture of engagement, diversity, and high performance Develop and execute HR project plans to support strategic planning initiatives 2. Workforce Planning & HR Analytics Review and analyse organisational and HR data to inform workforce planning and decision-making Establish and maintain effective Human Resource Management systems Monitor HR metrics and analytics to ensure organisational efficiency and effectiveness Conduct research on HR trends and employee satisfaction to inform policy and practice 3. Talent Management & Organisational Development Oversee full-cycle recruitment, selection, onboarding, and workforce integration Lead performance management systems, including appraisals and performance improvement processes Develop and implement career development and succession planning frameworks Drive organisational development initiatives to enhance workforce capability 4. Employee Relations & Industrial Relations Oversee disciplinary and grievance processes, ensuring adherence to sound industrial relations principles and procedures Represent the organisation in matters before statutory bodies, including the Equal Opportunity Commission, Ministry of Labour, and the Industrial Court whether independently or in concert with external IR professionals Lead the Company's industrial relations strategy and maintain constructive relationships with recognised majority unions. Provide strategic advice to Management on collective agreement administration, dispute resolution, disciplinary matters, and workforce issues. Lead preparations for collective bargaining negotiations and industrial relations consultations. Monitor industrial relations climate and recommend proactive interventions to mitigate industrial unrest. Oversee the management of grievances, disputes, conciliation proceedings, and industrial relations matters before the Ministry of Labour and Industrial Court. 5. Policy Development, Governance & Compliance Develop, review, and implement HR policies, procedures, and frameworks Ensure compliance with labour laws and regulatory requirements in Trinidad & Tobago Provide written advice on HR policies, rules, and regulations Develop desk manuals, workflow processes, and organisational planning tools 6. Compensation & Benefits Management Design, review, and implement compensation structures, benefits programmes, and incentive schemes Ensure internal equity and external competitiveness in remuneration practices Provide oversight for payroll coordination and benefits administration 7. Change Management & Transformation Lead organisational change initiatives and transformation programmes Develop and implement change management strategies to support business growth Ensure effective communication and stakeholder engagement during periods of change 8. Reporting, Documentation & Advisory Services Prepare comprehensive reports, including Cabinet/Ministerial Notes, internal memoranda, circulars, and policy documents Draft statements of Evidence and Arguments, and documentation for industrial relations matters Provide high-level advisory services to senior management on HR and IR issues Qualifications & Experience Bachelor's Degree in Human Resource Management, Business Administration, or related field Master's Degree in HRM, Industrial Relations, Law or a related discipline. Minimum of 10 years' HR experience including substantial experience in a unionised environment and collective bargaining administration. Experience representing organisations in industrial relations or quasi-judicial forums is an asset Key Competencies Strategic Human Resource and Industrial Relations Leadership
- Ability to develop and implement human resource and industrial relations strategies that support organisational objectives, workforce stability, and operational effectiveness. Industrial Relations and Collective Agreement Administration
- Advanced knowledge of industrial relations principles, collective bargaining processes, dispute resolution mechanisms, and the administration of collective agreements within a unionised environment. Labour Law and Regulatory Compliance
- Comprehensive knowledge of employment legislation, labour relations practices, and statutory requirements in Trinidad and Tobago, with the ability to ensure organisational compliance and mitigate legal and industrial relations risks. Negotiation and Conflict Resolution
- Strong ability to negotiate, mediate, and resolve workplace disputes, grievances, disciplinary matters, and industrial relations issues while maintaining productive employee and union relationships. Leadership and Relationship Management
- Ability to build effective relationships with management, employees, unions, regulatory agencies, and other stakeholders while influencing positive organisational outcomes. Analytical Thinking and Sound Judgement
- Ability to analyse complex workforce issues, assess risks, interpret legislation and collective agreements, and make sound, evidence-based recommendations. Communication and Report Writing
- Excellent oral and written communication skills, including the ability to prepare reports, policies, submissions, statements, and correspondence for senior management, statutory bodies, and external stakeholders. Change Management and Organisational Development
- Ability to lead organisational change initiatives, workforce transformation activities, and employee engagement programmes while maintaining industrial harmony. Professionalism, Integrity and Confidentiality
- Demonstrates sound judgement, discretion, ethical conduct, and the ability to manage sensitive employee, industrial relations, and organisational matters with confidentiality.
