This position provides training, coaching and mentoring in the areas of Recruitment, Payroll, Benefits, FMLA and Workers' Compensation to all staff of New Mexico Environment Department (NMED). This position works with employees in the NMED. Incumbent helps Human Resources Bureau (HRB) staff complete assignments and maintains professionalism with all NMED employees and staff. How does it get done? Evaluate classification and compensation needs of the assigned division, to include training needs Provide recruitment and selection support Assist with HR planning efforts and performance management Focus on demonstrated competencies as required by all business needs of the organization, State Personnel Office (SPO) and Department of Finance Administration (DFA) Rules and guidelines Collaborate with supervisors and managers in areas of compensation, recruitment, and classification Process various personnel actions to include: hiring, compensation, transfer, reclassification, and recruitment activities Cross train in the areas of Labor Relations, Employee Relations, Training and Development, FMLA, Workers' Compensation, ADA, Leave Management and Benefits Administration Who are the customers? New Mexicans to protect and restore the environment Occasional contact with external Federal, State and Local regulatory bodies as well as contractors and environmental not for profit organizations Internal staff Ideal Candidate New Mexicans to protect and restore the environment Occasional contact with external Federal, State and Local regulatory bodies as well as contractors and environmental not for profit organizations Internal staff Minimum Qualification Bachelor's Degree in any field and one (1) year of experience in human resource operations; recruitment, selection, payroll, compensation and benefits administration, labor relations, investigations, HR-related training experience, and/or occupational analysis. Any combination of education from an accredited college or university and/or direct experience in this occupation totaling five (5) years may substitute for the required education and experience. Employment Requirements Must possess and maintain a valid driver's license. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment. Working Conditions Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage.
