Full Job Description SUMMARY:
Under the direction of the Vice President of Internal Resources, the Human Resources Generalist supports the Department of Internal Resources in the overall operation of human resource activities. Work is confidential in nature requiring advanced communication and management skills.
ESSENTIAL DUTIES AND RESPONSIBILITIES
The below statements are intended to describe the general nature and scope of work being performed by this position. This is not a complete listing of all responsibilities, duties and/or skills required. Other duties may be assigned. 1. Recruitment, Staffing & Onboarding Support Assist the Vice President of Internal Resources with full‑cycle recruiting by sourcing candidates, screening applicants, coordinating interviews, and preparing offer letters. Coordinate and conduct new hire onboarding, including orientation, E‑Verify, documentation collection, and initial benefits enrollment. Ensure job postings and descriptions remain accurate in coordination with Vice President of Internal Resources. Conduct exit interviews and complete separation documentation; update HRIS accordingly. 2. HRIS, Records Management & Regulatory Compliance Maintain accurate, confidential employee records and ensure timely HRIS updates. Assist Vice President of Internal Resources with regulatory filings such as EEO reports, IRS documentation, surveys, and audits. Support compliance with employment laws and agency policies. Administer and track employee leave programs and ensure proper documentation. Respond to unemployment claims (TWC) with timely and accurate information. Administer the agency's electronic badging and building access system, including issuing, updating, troubleshooting, and deactivating employee access credentials; maintain accurate access records and coordinate building access changes in conjunction with onboarding, transfers, and separations. 3. Benefits, Compensation & Payroll Coordination Support administration of compensation and benefits programs. Process all benefits‑related paperwork and provide employee support. Review vendor invoices for accuracy and forward to Finance for timely payment. 4. Employee Relations, Engagement & Policy Implementation Serve as a resource to employees regarding HR policies; escalate issues to Vice President of Internal Resources as needed. Support implementation of HR policies and procedures. In coordination with the Executive Office leads and/or supports employee engagement initiatives and feedback collection. Assist with preparing and distributing IR communications and updates. 5. Training & Development Coordination Support Vice President of Internal Resources and Training & Implementation Manager in delivering management and employee development training. Track the completion of annual performance evaluations and follow up with supervisors to ensure timely submission. 6. Reporting, Analytics & Strategic Support Prepare HR reports related to hiring, turnover, and compliance metrics to support the planning and reporting needs of the Vice President of Internal Resources. Support HR‑related strategic plan initiatives through tracking and coordination. Conduct research and prepare draft materials for policy or benefits revisions. 7. General & Cross‑Departmental Support Provide professional internal customer service to employees and supervisors. Collaborate with other departments on cross‑departmental initiatives. Maintain confidentiality and uphold agency standards. Perform other related duties as assigned.

QUALIFICATIONS

Job Competencies:
Knowledge of Equal Employment Opportunity Laws, Fair Labor Standards Act, Civil Rights Act of 1964, ERISA, and employment practices and procedures. Knowledge of federal and state labor laws, insurance practices and procedures and worker's compensation and state law. Knowledge of general office procedures and practices, business English and math. Ability to communicate clearly and concisely, orally and in writing. Ability to establish and maintain effective and courteous relationships with other employees and other business contacts. Above average analytical and reasoning abilities. Ability to coordinate several concurrent activities simultaneously. Strong interview and talent evaluation skills are required.
EDUCATION AND/OR EXPERIENCE
Bachelor's degree in Human Resource Management or related field from an accredited college or university. Minimum three (3) years progressive experience in a human resources management environment or an equivalent combination of education and experience.
TECHNICAL SKILLS
To perform this job successfully, an individual should have average abilities using computer software such as MS Word, and Outlook, and capable of using internet resources for research and developing reports. Ability to learn other computer software programs as required by assigned tasks.

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential function of this job. While the work is primarily sedentary, excessive walking, standing, bending, and carrying of items such as books, binders, files, and documents is required.
