DESCRIPTION
The City of Wilmington, a leading Delaware employer, upholds its commitment to quality public services and fiscal stability through the Human Resources Department. We manage recruitment, training, payroll, benefits, collective bargaining, and risk management. The Learning and Development Manager will join our dynamic, fast-paced team.
DUTIES AND RESPONSIBILITIES
The Learning and Development Manager drives organizational culture and performance through learning & development initiatives. This position is responsible for planning, developing/coordinating, implementing, facilitating, and evaluating training programs, courses, and events. This individual reports to the Director of Employment Services.
Additional responsibilities include:
Assesses skill and knowledge needs to drive employee competence and performance, and develops and delivers or coordinates training that is responsive to those needs. Creates, organizes, plans, and presents various training geared towards onboarding, skills training, compliance, employee development, succession planning, and leadership development initiatives. Establishes standard operating procedures and metrics for training programs while identifying and maintaining a roster of subject-matter experts as instructors. Tracks and ensures the completion of performance-related, state-mandated, and compliance-related training. Coordinates with subject matter experts, managers, and supervisors to keep course materials content updated and in alignment with various departments' strategic goals. Assesses the effectiveness of training initiatives through assessments, surveys, and feedback and implements recommendations for improvement. Conducts an annual needs assessment to recommend strategic employee development goals. Supports the implementation, management, and maintenance of learning management systems, including employee roster updates, completion analytics, and reporting to leadership. Administers and tracks the Employee Education Reimbursement program. Performs all duties as assigned.
EDUCATION AND EXPERIENCE
Bachelor's degree that includes coursework in Education, Instructional Design, Human Resource Management, Public Administration, Social Sciences, or other closely related fields. A minimum of two (2) years of professional experience in the field of Human Resources performing work in the area of training delivery, or any combination of experience and training that demonstrates the required knowledge, skills, and abilities. A professional certification in human resources, such as HRCI, SHRM, or a learning and development certification, is preferred.
Knowledge:
Knowledge of learning theories, styles, and best practices for organizational learning. General competence in employee relations with at least 2 years of education and experience.
Skills:
Excellent written and oral communication. Strong presentation skills. Proficiency with software programs necessary for the position: Word, Excel, PowerPoint, Zoom, Teams, and eLearning development tools. Technical competence to navigate the learning management system, including uploading data/files and facilitating learning through virtual platforms. Maintains professional competence through participation in professional, educational, and leadership development activities.
Abilities:
Able to apply adult learning theory and interactive instructional design methodologies to design and implement effective training. Build and maintain effective working relationships across all levels of employees. Design and deliver training modules using various multimedia methods.
Licenses:
Possess and maintain a valid driver's license with a good driving record.
CANDIDATE EVALUATION
Evaluation for this position includes a review of the applicant materials, certification of qualified applicants, a work sample, and a panel interview.
WORKING CONDITIONS AND PHYSICAL REQUIREMENTS
All selected applicants must pass a criminal background investigation and pre-employment physical. Work is normally performed in a quiet office seated at a desk utilizing a computer. Work requires the employee to frequently sit, talk, or hear. Occasionally required to walk, use hands to finger, handle or feel objects, tools, or controls, and reach with hands or arms. May occasionally lift and/or move up to 25 pounds. Vision requirements include close vision and the ability to adjust focus.
Location and Schedule:
Business hours are Monday through Friday, 8:30 am - 4:30 pm. in the City/County Building, 800 North French Street, Wilmington, DE 19801. During peak periods or times of increased workload, the position may require additional hours beyond the standard workweek.

New employees are hired at the starting and up to median salary based on qualifications and internal equity. Annual merit increases are provided based on a satisfactory performance review.
