Volunteer State Community College Job Summary:
This position manages the operations of the College's OSHA Training Institute Education Center (OTIEC). This position is responsible for planning, developing, delivering, and evaluating occupational safety and health training programs that align with U.S. Department of Labor OSHA requirements, the OTIEC Non-Financial Cooperative Agreement (NFCA), and the College's strategic and financial goals. The Director ensures program excellence, regulatory compliance, and continuous improvement while expanding regional impact and stakeholder engagement.Job Duties:
Provides strategic leadership to ensure the OTIEC meets or exceeds OSHA Office of Training and Education (OTE) annual performance criteria. Ensures compliance with all internal and external approving/accrediting agency standards, requirements, regulations and benchmarks with regard to curriculum design and development, faculty credentials, and instructional delivery. This includes the OTE annual performance criteria. In relation to OSHA and workplace safety: Tracks workforce development trends, reviews and refines existing course inventory, and develops additional workforce training opportunities for open enrollment scheduling and/or customized contract training. Identifies grants and other funding opportunities to leverage public and private resources. Develops additional strategic partnerships with area business and industry partners through the development of professional relationships and regular contact. Expands outreach and engagement to increase OTIEC student enrollment and OSHA regional training coverage. Represents the department, division, and the College as appropriate on external boards, councils, agencies. Recommends and monitors budgetary expenditures and income to assess progress toward annual enrollment and financial goals. Ensures the financial sustainability of the OTIEC through revenue generation, cost management, and input on strategic planning. Hires, supervises, trains, and evaluates instructional staff and monitors credential attainment/sustainment in accordance withU.S. DOL OSHA
guidelines, College requirements, and Tennessee Board of Regents, and State of Tennessee requirements. Identifies target-specific promotional and marketing opportunities and implements a comprehensive program marketing plan. Oversees internal quality assurance processes, including record audits, training observations, and continuous improvement initiatives. Ensures that OTIEC curriculum is compliant, consistent, and routinely reviewed for compliance with OSHA and all other applicable regulatory standards. Collaborates with College leadership on the implementation and execution of strategic plans. Manages and supervises OTIEC support staff and student workers to ensure compliance and execution of OTIEC duties and services. Attends two mandatory semiannual OTIEC Directors meetings and two OTIEC Marketing Committee supported conferences each year. Maintains, manages, and tracks all required reporting perU.S. DOL
OSHA, the College, Tennessee Board of Regents, Tennessee Higher Education Commission, and other required reporting elements. Ensures timely and accurate submission of all OSHA-required reports, including monthly summary and Outreach trainer reports. Delivers allU.S. DOL OSHA
Communications to the Senior Director of Workforce Development and Vice President for Economic Development and Strategies on a weekly and monthly basis (daily basis if urgent). Participates in and conduct continuous improvement activities as directed by leadership. Ensures the OTIEC meets all deadlines established byU.S. DOL
OSHA, the College, and other applicable governing bodies. Performs other duties as assigned.Minimum Qualifications:
Bachelor's degree in an area associated with occupational safety, public health, construction, business management, or other related field. Minimum of five years of progressively responsible professional experience in workforce development, occupational safety and health, or a related field. Demonstrated experience in program management, supervision, and operational leadership.Preferred Qualifications:
Master's degree in an area associated with occupational safety, public health, construction, business management, or other related field. Experience managing federally aligned or compliance-driven training programs. Experience in the development and delivery of adult learning programs, contract negotiations, sales and/or the design of programs for professionals in business and industry. Current OSHA-authorized Outreach Trainer in Construction and/or General Industry preferred.Knowledge, Skills, and Abilities:
Possess excellent oral, written, and interpersonal communication skills with strong organizational and analytical skills. Ability to manage multiple projects simultaneously and be self-sufficient in Microsoft Office Suite and related business technologies. Knowledgeable in business and industry environments, organizations, and operations as well as in customer service delivery. Ability to analyze performance data and align operations with annual OTIEC performance criteria.Pay Rate:
