Job Summary As a Criminal Investigator for the Minnesota Department of Revenue, you will be responsible for conducting felony-level tax fraud investigations across all state taxes. Your duties will include reviewing and analyzing tax fraud complaints and filings, conducting surveillance, and gathering evidence through interviews and research. You will secure financial records through subpoenas or search warrants, organize and analyze this data to build comprehensive case files, and collaborate with team members and County Attorney offices. Additionally, you will prepare detailed reports with recommendations for criminal charges to be submitted to city, county, or federal prosecutors. You will also provide ongoing support throughout the criminal court process, including testifying in court and ensuring court-ordered sentencing requirements are monitored and enforced. Coordination with various Revenue divisions to ensure case resolutions are communicated and followed up on will also be a key part of the role. As needed, you will assist with other division-related tasks assigned by your supervisor or director. This position offers an exciting opportunity to directly contribute to enforcing tax laws and upholding the integrity of Minnesota's tax system. This posting may be used to fill multiple vacancies. This vacancy is being posted at two job class levels: Investigation Specialist 2 and Investigation Specialist 3. Final job class will be determined based on successful applicant's qualifications. This is a civilian investigator position. It is not a POST certified law enforcement position. This position will have the option for a hybrid work schedule or full-time in office. A hybrid schedule will be 3-4 per week office days located at the Stassen building in St. Paul, MN. This position requires occasional travel, including overnight stay. Qualifications Minimum Qualifications Minimum Qualifications for Investigation Specialist 2: Associate's degree or higher in Criminal Justice, Business Accounting, Finance or related field. Three (3) years of professional experience with one of the following: Criminal investigations (including, but not limited to investigations involving financial crimes such as healthcare fraud, bankruptcy fraud, mortgage fraud, narcotics, embezzlement, insurance fraud, tax evasion, money laundering, forgery, identity theft.) Tax auditing experience . Must have reliable transportation or a valid class D driver's license. Bachelor's degree in Criminal Justice, Finance, Accounting, Business or related field may substitute one (1) year of experience. Minimum Qualifications for Investigation Specialist 3: In addition to the Investigation 2 minimum requirements, one of the following: Experience investigating financial fraud or tax fraud cases and submitting for prosecution. One year experience as a Revenue Tax Specialist Principal or two years experience as a Revenue Tax Specialist Senior. Must have reliable transportation or a valid class D driver's license. Applicants who meet the Investigation Specialist 2 or 3 minimum requirements will be further evaluated based on the following: Knowledge of Criminal Investigative techniques, standards, and methods Oral and written communication skills necessary to work with suspects, witnesses, taxpayers, County Attorneys, and workplace associates in a professional and effective manner Experience working in Microsoft Excel and ability to analyze financial records Knowledge of Minnesota tax crimes, tax returns, and accounting principals Problem-solving skills and organizational/planning skills necessary to conduct a financial investigation Preferred Qualifications Bachelor's degree or higher in Criminal Justice, Finance, Accounting, Business, or related field. Specialized training in tax evasion and/or active certification(s) related to financial fraud investigations, Certified Fraud Examiner, Enrolled Agent, Certified Public Accountant Experience writing investigative reports and presenting cases to County Attorneys Experience interviewing taxpayers, subjects, and/or witnesses in a financial fraud case Experience reading, understanding, and applying Minnesota statutes and laws Experience writing search warrants and/or subpoenas Experience testifying in court Experience organizing and analyzing financial records using Microsoft Excel Experience reviewing tax filings, preparing tax returns, and/or experience with Revenue information systems Secondary language skill, such as Spanish, Hmong, Arabic, Somali, Mandarin, etc. Physical Requirements Candidate must be able to ascend/descend to locate and move boxes of records, tobacco, and/or computers between locations. This will include, but is not limited to, verification of degrees and licensures, state and federal criminal history checks, and a review of tax filing and payment history.
