ORA_ON_SITE Description SAIC Office of Security is currently seeking an AFSO to support the San Diego, Murray Canyon and Hancock CA location operations. Assistant Facility Security Officer (AFSO) Responsibilities Serve as Assistant Facility Security Officer for assigned facilities/programs/customers. Ensure compliance with 32 CFR Part 117, DoD/Federal regulations, SAIC Security SPP, and Corporate Rules and Requirements. Maintain the facility clearance and associated cage code. Coordinate with DCSA and other Cognizant Security Agencies on inspections, violations, and other NISP-related matters. Work closely with the SMO, PMs, and program teams on all security aspects for the facility. Monitor government systems of record and internal databases daily to ensure data accuracy and correct discrepancies. Process incoming visit requests and enforce visitor access in accordance with 32 CFR Part 117/NISPOM and SAIC policies and procedures. Conduct annual NISP self-inspections; participate in peer-to-peer inspections. Collaborate with peers, staff, and leadership on security issues and process improvements. Coordinate with SAIC's centralized personnel security department on employee clearance/access processing and maintenance. Implement and oversee Security Education, Training, and Awareness to meet regulatory and contractual requirements. Review DD254s from proposal through close-out to identify security requirements and ensure compliance. Provide proposal security support to business groups. Support security requirements for employee onboarding and offboarding. Attend local/corporate security training and SAIC meetings as directed. Ensure timely reporting and follow-up actions in DISS/NBIS, SIMS, and to DCSA for all security violations and infractions. Ensure required site administrative documentation (e.g., 441-1, 2345, UL 2050, KMP list, change condition packages) is accurate, current, and updated prior to expiration or when site changes occur. Oversee and serve as liaison for site security technologies (surveillance, access control, intrusion detection, and related systems) to ensure proper operation and alignment with site requirements. Oversee secure areas and guard services, including UL certification, containers, inventories, end-of-day check logs, visitor logs, and access control systems. COMSEC Manager Responsibilities Manage accountability, distribution, storage, inventory, and destruction of COMSEC materials in accordance with NSA, DoD, and SAIC policy. Maintain accurate COMSEC accounting databases, logs, and records. Conduct scheduled inventories of COMSEC equipment and material, promptly resolving discrepancies. Ensure compliance with applicable COMSEC security guidelines and directives (e.g., NSA/CSS Policy Manual 3-16, CNSSI 4000-series, DoD 5200.1-R). Stay current on COMSEC regulations, updates, and training requirements. Oversee acquisition, loading, use, and zeroization of cryptographic keys; ensure encryption devices are properly configured and maintained. Support lifecycle management of COMSEC equipment, including troubleshooting and coordination with vendors/repair facilities. Identify and report COMSEC incidents or potential breaches in accordance with established protocols. Assess vulnerabilities and implement corrective actions as required. Serve as primary point of contact for all COMSEC-related matters for the local security team. Qualifications Bachelor's degree and a 6 years of experience. Masters and 4 years. 4 additional years can be used in lieu of a degree. Minimum of 3 years of related security experience U.S. citizenship required. Active Top Secret clearance with ability to obtain and maintain
SCI. DCSA FSO
certification (current curriculum) or ability to obtain within 6 months of hire. Demonstrated experience designing and executing security programs in accordance with 32 CFR Part 117/NISPOM. Familiarity with DoD 5205.07. Proficiency with Intelligence Community Directives, particularly ICD-705 (Physical Security). Strong time management, decision-making, and problem-solving skills with the ability to act independently and provide focused solutions. Strong written and verbal communication skills and attention to detail. Experience serving as a COMSEC Manager or Alternate. Comprehensive understanding of COMSEC keying material management and related regulations, directives, and procedures. Experience with encryption technologies and secure communications equipment (e.g., TACLANEs, Vipers, SKLs).
NSA COMSEC
certification preferred.
Target salary range:
$80,001 - $120,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
