Reports directly to the District Engineer. Manages professional, technical and/or administrative employees. Work requires contact with governmental officials and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.
Essential Duties:
Coordinates with local, city, state and federal agencies regarding district maintenance matters. Develops and monitors maintenance budget. Oversees the district maintenance operation and coordinates maintenance matters with Area Engineers. Prioritizes the work of special maintenance crews. Represents the district at various meetings. Responsible for buildings and grounds/landscape/vegetation management. Responsible for emergency operations. Responsible for routine and Preventive Maintenance Program. Responsible for the development, preparation and oversight letting of maintenance contracts for the district. Responsible for the execution of municipal maintenance agreements and various other agreements such as multiple use agreements, filming on right-of-way agreements, agricultural use agreements. Responsible for overweight/oversize permits. Performs other job responsibilities as assigned.
Minimum Qualifications:
Education:
Bachelor's Degree in engineering or related science bachelor's or higher degree accepted by
TX PELS Experience:
7 years of experience in transportation engineering. (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications Must have three (3) years supervisory/managerial experience. Project leader or lead worker experience may substitute for supervisory/managerial experience.
Licenses and Certifications:
Valid driver's license at the time of application. This position requires driving a state vehicle. Tx Licensed Prof Engineer
  • Professional engineers licensed in another state in the United States, but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.
Competencies:
Extensive knowledge of Roadway maintenance concepts, methods and procedures Applicable industry safety standards, guidelines, and specification codes Considerable knowledge of Government programs and operations affecting highway and transportation development Expert skill in Applying engineering principles, practices, and methods in job responsibilities Prioritizing and organizing work assignments Proficient skill in Public relations for maintaining effective working relationships with individuals and groups, both internal and external. Other Attributes Manages financial and personnel resources to achieve individual and organizational goals. Exercises logic and reasoning to define problems, establish facts and draw valid conclusions; makes decisions that support business objectives and goals. Delegates both routine and important tasks and decisions; shares authority but has ultimate accountability.
Physical Requirements and Working Conditions:
Light work: Lift up to 20 lbs at a time and frequently lift or carry objects up to 10 lbs. Standing-prolonged periods of time. Repetitive Motion-substantial movements of the wrists, hands, and/or fingers. Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading.
