) 3.6 3.6 out of 5 stars Baker City, OR 97814 Full-time New Directions Northwest Inc 8 reviews Full-time Position Summary The Certified Alcohol and Drug Counselor (CADC-R / CADC) provides structured, evidence-based addiction treatment services within the Powder River Correctional Facility (PRCF) through a 180-day program focused on substance use, criminal thinking, and behavioral change. Counselors provide individual and group counseling , conduct ASAM-based assessments, and use approved curricula to promote rehabilitation, accountability, and recovery. This position operates under

standards and adheres to Oregon Department of Corrections (DOC) rules, MHACBO ethical standards, and all security and safety requirements. Essential Duties and Responsibilities Clinical & Program Services Provides individual and group counseling to incarcerated adults addressing substance use, criminality, relapse prevention, and cognitive restructuring. Facilitates structured, evidence-based programming using approved curricula (e.g., CBT, MRT, MI, relapse prevention). Conducts ASAM-based assessments to determine clinical needs and treatment planning per

. Develops, updates, and monitors individualized treatment plans focused on measurable behavioral change. Demonstrates a basic understanding of therapeutic community functioning and integrates principles of peer accountability and structure into group and individual sessions as appropriate. Coordinates discharge and re-entry planning for clients nearing program completion, ensuring referral to community-based services upon release. Documentation & Compliance Completes documentation per
OAR 309-019-0105
(3) , DOC workflow standards, and agency policy. Documentation completed within 36 hours of start of service. Maintains treatment notes, progress reports, and attendance logs in accordance with DOC and OHA requirements. Ensures confidentiality in compliance with
HIPAA , 42 CFR
Part 2 , and DOC policies on information security. Reads, understands, and adheres to DOC workflow, treatment procedures, and documentation expectations. Training & Professional Development Successfully completes LEDS clearance and maintains eligibility for DOC facility access. Completes all required DOC Workday Trainings prior to direct service delivery. Demonstrates full understanding and compliance with the Prison Rape Elimination Act (PREA) and DOC ethical standards. Reads and applies knowledge from ?Games Criminals Play? to recognize manipulation and maintain professional boundaries. Reviews and understands the Mentee/Client Handbook and attends an observed Informed Consent entrance meeting prior to conducting services. (1) standards. Maintains MHACBO registration or certification and completes required continuing education. Professional Conduct & MHACBO Ethics Adheres to the MHACBO Code of Conduct , maintaining ethical, professional, and accountable behavior at all times. Practices within the scope of

(19) . Maintains firm boundaries with incarcerated individuals and avoids dual relationships or favoritism. Demonstrates respect, trauma-informed practice, and cultural sensitivity. Complies with all Oregon DOC rules, safety protocols, and staff conduct policies. Program Integration & Collaboration Collaborates with DOC staff, custody officers, and program supervisors to maintain treatment integrity and facility safety. Participates in case reviews, staff meetings, and multidisciplinary discussions as required. Supports consistent delivery of the evidence-based program curriculum across group and individual settings. Coordinates with DOC reentry and parole services to ensure continuity of care post-release. Knowledge of how therapeutic communities function and how peer accountability supports recovery. Ability to follow structured, evidence-based curricula with consistency and fidelity. Strong group facilitation, communication, and motivational interviewing skills. Ability to maintain composure and professionalism within correctional settings. Competence in EHR documentation, confidentiality, and DOC reporting systems. Work Environment & Physical Requirements Work performed inside a secure Department of Corrections facility . Requires situational awareness, adherence to DOC security procedures, and frequent communication with custody staff. Must be able to stand, facilitate, or sit for long periods during group or session delivery. Occasional exposure to high-stress or crisis situations requiring calm, professional response.
