Position Overview:
The Associate Director, Government Programs & Pricing serves as a strategic leader and subject‑matter expert responsible for overseeing all U.S. government pricing, reporting, and compliance activities. This role ensures the accurate calculation, certification, and submission of mandated pricing across Medicaid, Medicare, 340B, and federal contracting programs while proactively interpreting evolving regulatory requirements. With significant cross‑functional visibility, the Associate Director drives operational excellence, mitigates compliance risk, and informs pricing strategy. The position also manages third‑party vendors, maintains strong internal controls, and partners closely with Finance, Legal, Market Access, and Commercial teams to evaluate government pricing implications of business decisions.
Essential Functions, Duties and Responsibilities:

Government Pricing Execution Oversee end‑to‑end calculation, validation, and submission of AMP, ASP, Best Price, Baseline AMP, and related statutory metrics. Ensure accuracy, audit readiness, and compliance with federal and state regulations. Program Ownership Lead compliance for the Medicaid Drug Rebate Program, PHS/340B Program, FSS/VA/DoD programs, and Medicare Drug Discount Program. Maintain thorough documentation, reasonable assumptions, and policy interpretations. Policy Leadership & Regulatory Interpretation Interpret CMS, HRSA, and VA guidance to develop and refine internal policies. Lead BFSF assessments, change controls, and oversight of policy and methodology documentation. 340B & Compliance Management Oversee 340B ceiling price calculations, validations, and submission processes. Ensure controls for duplicate discount prevention and audit readiness. Vendor Oversight Manage and oversee third‑party government pricing vendor performance. Ensure data integrity, timely deliverables, SLAs, and remediation of issues. State Price Transparency Manage compliance with state price transparency laws, including timely and accurate submissions. Audit, Controls & Governance Support internal, external, and agency audits (CMS, HRSA, VA). Strengthen internal controls, documentation, and compliance frameworks. Cross‑Functional Partnership Collaborate with Market Access, Legal, Finance, and Commercial on pricing strategies and contract structures. Provide guidance on government pricing implications for new products, contracting strategies, and price changes. Education and Experience:
Bachelor's degree required; advanced degree (MBA, MPH, JD) preferred. 7-10+ years of experience in government pricing, market access, or healthcare consulting. Deep expertise in AMP, Best Price, ASP, 340B, and federal contracting programs. Strong working knowledge of BFSF, FSS/FCP, and state transparency requirements. Experience managing third‑party vendors and operating within matrixed organizations.
Knowledge, Skills, and Abilities:
Proven ability to translate complex policy into practical, compliant processes. Exceptional analytical, communication, and stakeholder‑management skills.
