Job Description
Based in Albany, the incumbent will assist senior staff in the New York State (NYS) Department of Health (DOH), Office of Public Health, AIDS Institute in performing epidemiologic, other data-related investigatory services, and program evaluation assistance related to the Ending the Epidemic (ETE) Initiative. Duties will include but are not limited to: Participating in the development, implementation, collection, processing and analysis of AIDS Institute maintained databases; Serving as a "data-related liaison" between surveillance staff, program staff including contract managers, and external collaborators, to ensure appropriate coordination and management of data associated with ETE programming; Facilitating the use of AIDS Institute maintained databases for programmatic purposes consistent with the ETE Initiative; Participating in data-driven continuous quality improvement activities designed to improve the quality of HIV ETE-related programming; Assisting in the review, update, and revision of partner services field manuals, policies and procedures, and operations guidance to reflect ETE-related additions and the breadth of current practice; Providing in-service training on legal mandates, case definition and reporting requirements, and the use of HIV-related data for programmatic purposes; Conducting medical record reviews to verify cases of HIV infection; Providing training and technical assistance to hospital, primary care, and ambulatory care practices related to the implementation of routine testing and compliance with NYS public health law; Providing training and technical assistance to AIDS Institute contract management staff and AIDS Institute-funded HIV testing providers; and, Other activities as may be deemed necessary in response to the changing needs of the AIDS Institute.
QUALIFICATIONS
Strong analytical skills, with the ability to gather and analyze information from various sources. Exceptional writing skills, with the ability to clearly and thoroughly present quantitative and qualitative review findings to interested parties with varying technical backgrounds. Excellent communication skills; in particular, able to provide technical assistance to internal and external parties. Strong computer skills with the ability to learn new programs. The ability to working independently, as well as in a team environment. Ability to travel within New York State.EDUCATION & EXPERIENCE
Bachelor's degree with a minimum of nine (9) semester hours of mathematics or statistics; and a minimum of two (2) years of research, evaluation, or epidemiologic experience; OR Master's degree in public health or a related field and a minimum of one (1) year of research, evaluation or epidemiologic experience. Experience working with relational databases, SQL Programming, SAS, SPSS or other statistical software. Experience working withHIV/AIDS
population data, preferred but not necessary. Experience providing training, preferred but not necessary. The salary range and/or hourly rate listed is a good faith determination of potential base compensation that may be offered to a successful applicant for this position at the time of this job advertisement and may be modified in the future. The hourly range for this position is $60,000.00 - $65,000.00. Actual salary range and /or hourly rate depends on a variety of factors including experience, education, credentials, location, and budget.
