Job Description

Job Summary The Planning & Zoning Director is responsible for directing and administering the County's planning, zoning, land-use, and development activities. This position oversees the implementation and enforcement of the County's comprehensive plan, zoning regulations, land-use policies, development regulations, and related ordinances. The Director provides professional guidance to County officials, boards and commissions, staff, developers, property owners, businesses, and the general public regarding planning, zoning, land use, development, permitting, and related matters. The position requires considerable independent judgment, strong knowledge of planning and zoning principles, and the ability to interpret and apply applicable laws, regulations, ordinances, and policies. Duties Direct, plan, organize, and supervise the daily operations of the Planning & Zoning Department. Administer and enforce the County's zoning ordinance, subdivision regulations, land development regulations, comprehensive plan, and other applicable planning and development regulations. Review zoning applications, rezoning requests, conditional use requests, variances, special exceptions, site plans, subdivision plans, development proposals, and other land-use applications. Coordinate development review with County departments, governmental agencies, utilities, engineers, surveyors, developers, and other interested parties. Prepare staff reports, recommendations, agendas, notices, maps, correspondence, and other materials for the Board of Commissioners, Planning Commission, Board of Zoning Appeals, and other boards or committees as required. Attend meetings of the Board of Commissioners, Planning Commission, Board of Zoning Appeals, and other meetings as assigned. Provide professional recommendations concerning zoning, land use, development, growth management, and related matters. Interpret and explain County ordinances, zoning regulations, development requirements, and planning policies to property owners, developers, attorneys, contractors, businesses, and members of the public. Conduct site visits and inspections related to zoning, land use, development, and compliance matters. Investigate alleged zoning and land-use violations and coordinate appropriate enforcement actions. Maintain accurate records of zoning cases, development applications, permits, maps, decisions, correspondence, and other departmental documents. Maintain and update zoning maps, land-use maps, development records, and other planning-related information. Assist with preparation, review, and implementation of the County's Comprehensive Plan and related planning documents. Monitor development trends and recommend future land-use needs, growth management, infrastructure, and community development. Coordinate with municipal, regional, state, and federal agencies on planning, development, transportation, environmental, and infrastructure matters as appropriate. Review proposed ordinances, amendments, policies, and regulations affecting planning, zoning, development, and land use. Assist County administration and elected officials with long-range planning and community development initiatives. Ensure required public notices, hearings, postings, and other procedural requirements are completed in accordance with applicable law and County policy. Respond to public inquiries, complaints, and requests for information in a professional, timely, and courteous manner. Supervise, train, evaluate, and discipline departmental employees in accordance with County policies and procedures. Prepare and monitor the department's annual budget and expenditures. Identify departmental needs for personnel, equipment, technology, professional services, and training. Maintain professional knowledge of changes in planning and zoning laws, regulations, court decisions, best practices, and governmental requirements. Develop and maintain positive working relationships with County officials, employees, citizens, developers, business owners, professional consultants, and other stakeholders. Perform other duties as assigned by the County Manager. Qualifications Experience working in a county or municipal government environment. Experience administering zoning and land-use ordinances. Experience with comprehensive planning and community development. Experience preparing staff reports and presenting recommendations to elected or appointed boards. Knowledge of Georgia planning and zoning laws and local government procedures. Experience supervising employees. Pay:
$65,000.00 - $73,000.00 per year
