Job Description

GENERAL SUMMARY
The City Planner performs professional planning and development review functions for the City of Jarrell and its Extraterritorial Jurisdiction (ETJ). The position reviews development applications for compliance with the City's Unified Development Code (UDC), zoning regulations, subdivision regulations, adopted plans, and applicable state and federal requirements. Is responsible for current planning activities, including plat reviews, site plan reviews and inspections, sign plan reviews and inspections, zoning cases, variances, special use permits, development-related code compliance, and related development applications. The position provides technical assistance to applicants, property owners, developers, engineers, consultants, City staff, boards and commissions, and the public. The position prepares staff reports, recommendations, maps, exhibits, and presentations for the Planning and Zoning Commission, Board of Adjustment, City Council, and other governmental bodies. The City Planner also assists with planning policy, development regulations, GIS and mapping, public information, and processing Open Records Requests related to Development Services records. The position works independently under the general direction of the Director of Development Services and exercises professional judgment in interpreting and applying City regulations and applicable laws.
ESSENTIAL DUTIES AND RESPONSIBILITIES

Development and Application Review:
Review and process development applications, including plats, site plans, zoning applications, variances, special use permits, development-related applications, and other planning cases for compliance with the UDC, zoning and subdivision regulations, adopted plans, and applicable laws. 2.
Site Plan and Plat Review:
Conduct technical reviews of preliminary plats, final plats, replats, amendments, site plans, construction-related development documents, and associated materials; coordinate comments with City departments, engineers, and other reviewing agencies; track revisions and outstanding requirements. 3.
Field Inspections and Development Compliance:
Conduct site inspections related to approved plats, site plans, development projects, landscaping, buffering, access, signage, and other development requirements; document deficiencies and coordinate corrective action with applicants, property owners, contractors, and appropriate City staff. 4.
Sign Plan Review and Inspections:
Review sign permits and sign plans for compliance with applicable City regulations; conduct sign inspections and investigate reported sign violations; coordinate corrective measures and enforcement when necessary. 5.
Zoning and Code Compliance:
Administer zoning regulations and investigate planning and zoning-related code compliance concerns, including land use, setbacks, site requirements, signage, property conditions, and other development-related violations; work with property owners and applicants to achieve compliance and prepare enforcement documentation when appropriate. 6.
Zoning Cases and Public Hearings:
Process zoning amendments, conditional or special use requests, variances, appeals, and other cases requiring consideration by the Planning and Zoning Commission, Board of Adjustment, or City Council; prepare staff reports, recommendations, notices, maps, exhibits, and presentations and attend public meetings as required. 7.
Development Review Coordination:
Coordinate Development Review Committee meetings and development review activities; communicate review comments and requirements to applicants and consultants; track applications, deadlines, revisions, approvals, and outstanding items through completion. 8.
Planning Research, Reports, and GIS:
Conduct planning research and analysis; maintain and utilize GIS data and mapping; prepare maps, exhibits, reports, staff memoranda, presentations, and other materials related to development proposals, zoning, land use, infrastructure, and community planning. 9.
Public Assistance, Records, and Open Records Requests:
Provide information and assistance to applicants, property owners, developers, consultants, City officials, and the public regarding planning and development regulations and procedures. Process and coordinate responses to Open Records Requests involving Development Services records in accordance with applicable requirements and City procedures. 10.
Planning Administration and Departmental Support:
Assist with development regulations, UDC amendments, comprehensive and long-range planning efforts, policies, procedures, and special projects; coordinate with Public Works, Engineering, Water and Wastewater, Finance, Economic Development, and other City departments; perform other duties as assigned. Qualifications:
MINIMUM JOB REQUIREMENTS
Education:
Bachelor s degree from an accredited college or university in Urban Planning, City and Regional Planning, Geography, Public Administration, or a related field. Minimum of four (4) years of progressively responsible experience in municipal planning, current planning, development review, zoning, land use, or a related field.
Experience:
Experience reviewing plats, site plans, zoning cases, development applications, or related municipal planning documents preferred. Experience interpreting and applying zoning, subdivision, development, and land use regulations. Experience working with the public, developers, engineers, consultants, elected and appointed officials, and other governmental agencies. A Master s degree in Planning or a related field may substitute for up to two (2) years of required experience.
Certifications and Licenses:
AICP certification is preferred but not required. Valid Texas Driver s License with an acceptable driving record.
KNOWLEDGE, SKILLS, AND ABILITIES
Thorough knowledge of municipal planning principles and practices, including current planning, zoning, subdivision regulations, land use, development review, platting, site planning, signage, code compliance, and public hearing procedures. Working knowledge of Texas Local Government Code and other applicable state and federal laws governing municipal planning and development. Knowledge of development review processes, including plat and site plan review, zoning cases, variances, special use permits, development regulations, and related permitting and inspection activities. Ability to interpret and apply the City s UDC, zoning and subdivision regulations, adopted plans, ordinances, and other applicable requirements; review development plans and identify deficiencies or required revisions; conduct field inspections; document compliance issues; and communicate technical requirements clearly. Proficiency with GIS, Microsoft Office, permitting and development tracking systems, and other planning-related software. Ability to prepare maps, exhibits, spreadsheets, reports, staff reports, presentations, correspondence, and other technical documents. Strong research, analytical, organizational, and problem-solving skills, with the ability to manage multiple applications, projects, deadlines, and priorities while maintaining accurate records and documentation. Ability to communicate effectively, both verbally and in writing, with applicants, property owners, developers, engineers, consultants, City officials, boards and commissions, other governmental agencies, and the general public. Ability to conduct public meetings and presentations, explain regulations and procedures, facilitate development review discussions, and provide professional customer service while maintaining appropriate regulatory standards. Ability to exercise sound professional judgment, work independently, maintain confidentiality when appropriate, process Open Records Requests in accordance with applicable requirements and City procedures, and work cooperatively with other City departments and outside stakeholders.
PHYSICAL DEMANDS AND WORK ENVIRONMENT
The position primarily performs work in an office environment but regularly requires field inspections and site visits. Fieldwork may involve walking over uneven terrain, construction sites, undeveloped property, and other outdoor environments and exposure to varying weather conditions. The position requires the ability to operate a computer and other office equipment, communicate by telephone and in person, and review documents and plans for extended periods. Occasional evening attendance may be required for Planning and Zoning Commission, Board of Adjustment, City Council, or community meetings.
