POSITION SUMMARY
The Employment & Case Management Specialist for the Homeless Veterans Reintegration Program (HVRP) provides integrated employment and case management services to homeless Veterans and Veterans experiencing barriers to employment. The position assists Veterans in identifying and addressing barriers to employment, developing individualized goals, obtaining meaningful employment, and achieving long-term stability. The Specialist provides both direct case management and employment services while maintaining compliance with HVRP requirements.
ESSENTIAL JOB FUNCTIONS
Conduct comprehensive assessments to identify Veterans' strengths, employment goals, barriers, and supportive service needs. Develop and monitor individualized service plans focused on employment and long-term stability. Provide case management, advocacy, and referrals to housing, transportation, VA benefits, behavioral health, workforce development, and other community resources. Provide employment services including job coaching, resume development, interview preparation, job-search assistance, and employment readiness training. Develop and maintain relationships with employers, workforce agencies, Veteran service organizations, and community partners to create employment opportunities. Assist Veterans with overcoming barriers that may interfere with obtaining or maintaining employment. Facilitate and/or participate in employment workshops, job fairs, hiring events, outreach activities, and Veteran-focused community events. Monitor employment placements and provide follow-up services to support job retention. Maintain accurate and timely case notes, participant records, employment documentation, and required HVRP data. Track participant progress, employment outcomes, and retention outcomes to support program reporting and performance requirements. Ensure services and documentation are provided in accordance with HVRP requirements and WestCare policies. Maintain confidentiality and professional boundaries when working with program participants. Must embrace and embody the mission, vision, guiding principles, clinical vision, and goals of WestCare Foundation. Perform all other duties as assigned.
ESSENTIAL QUALIFICATIONS
To perform this job successfully, an individual must be able to perform the duties and responsibilities satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.
Experience and Competencies:
Knowledge of labor market trends, resume writing, and interview coaching. Strong networking and relationship-building skills with employers and service providers. Experience with data tracking, case management systems, and program reporting. Commitment to serving veterans and assisting in their reintegration into the workforce. Adherence to the highest standard of ethical conduct, especially to standards governing confidentiality. Professional appearance and demeanor. Military/Veteran preferred. Must have the ability to obtain and maintain a successful background check. Valid driver's license and ability to obtain and maintain WestCare's vehicle insurance is required. CPR Certification, First Aid Certification, and an annual Tuberculosis test. During your tenure with WestCare there may be new requirements, including, but not limited to vaccinations that are issued by local, State, Federal, and/or Funders that WestCare may have to comply with. EXPERIENCE
Minimum two years of experience in case management, workforce development, employment services, Veteran services, or a related field. High School diploma or equivalent required; Bachelor's degree in Social Work, Human Services, Business Administration, Workforce Development, or related field preferred. Experience working with Veterans and/or individuals experiencing homelessness preferred.

WORKING CONDITIONS
Work is primarily performed in an office or in an office setting. Some outdoor activities may be required.
