Waynesboro Area Refuge Ministry, Inc. (WARM) Assistant Manager Cold Weather Shelter & Outreach Job Description Overview The Assistant Manager for Cold Weather Shelter & Outreach (CWS) plays a year-round leadership role at Waynesboro Area Refuge Ministry (WARM). This position supports the day-to-day operations of WARM's seasonal cold-weather shelter (November through March) and provides community outreach, guest engagement, and operational support during the off-season (April through October). The Assistant Manager helps ensure shelter guests receive safe, dignified care while also serving as a connector between the unsheltered population and available local services throughout the year. The Assistant CWS Manager will act as the primary support to the CWS Manager when both on site; and serve as the supervisory staff member in the absence of the CWS Manager. Pay $16-18/hour

Essential Duties and Responsibilities:

Cold Weather Season (Nov-Mar): Shelter Operations (Full Time)

• Serve as the primary support of the CWS Manager during operation of the CWS when both CWS Manager and assistant manager are present.
• Serve as the CWS leader during the absence of the CWS Manager.
• Partner with CWS site coordinator addressing issues regarding CWS staff, site volunteers, and CWS guests.
• Supervise CWS staff and assist in the setup, coordination, and nightly supervision of the shelter at rotating host church sites.
• Enforce shelter guidelines with compassion and consistency to maintain a safe and respectful environment.
• Monitor guest check-ins, conduct screenings, and track shelter capacity..
• Supervise and support volunteers, including training and nightly coordination.
• Address behavioral or emergency situations with guidance from the CWS Manager.
• Provide direct support and referrals to guests in need of housing, mental health care, recovery, or employment assistance.
• Maintain accurate records (attendance logs, incident reports, guest progress notes). Spring/Summer/Fall (Apr-Oct): Outreach & Program Support (Part-Time)
• Conduct regular street outreach to engage unsheltered individuals in the Staunton, Augusta County, and Waynesboro (SAW) region.
• Build relationships with those experiencing homelessness to connect them to shelter, health, and housing services.
• Distribute resource materials, hygiene kits, and provide light case navigation.
• Provide transportation using WARM owned vehicles to homeless neighbors requiring transportation for WARM programs or life management needs.
• Maintain relationships with local churches, service providers, and local government representatives to support referrals.
• Participate in seasonal planning meetings, trainings, and community outreach events.

CWS shelter season (volunteer recruitment, logistics, inventory). ______________________________________________________________

Qualifications:

• 1-2 years of experience in shelter services, outreach work, case management, or related human services.
• Strong communication, de-escalation, and crisis management skills.
• Reliable, flexible, and able to work both independently and as part of a team.
• Comfortable working evenings and weekends during the shelter season.
• High school diploma or GED required; relevant college coursework preferred.
• Valid driver's license and access to transportation for outreach.
• Familiarity with Waynesboro/Augusta County/Staunton social services is a plus.
• Must be willing to work a flexible schedule including overnights, mornings, weekends, and holidays.

Preferred Skills:

• Bilingual (especially Spanish-speaking).
• Experience with trauma-informed care, substance use, or mental health support.
• Proficiency in Microsoft Office or Google Workspace for reporting.

Working Conditions:

• During winter shelter season: Evening and overnight shifts at rotating church host sites.
• During off-season: Daytime fieldwork, outreach events, and administrative duties.
• Physical requirements include lifting light supplies, standing for periods, and interacting with individuals in crisis.

Pay:

$16.00 - $18.00 per hour
