JOB SUMMARY
The Health and Human Services Director is responsible for the management of the Coyote Valley Health and Human Services Department. Identify, develop, and implement community services/programs, community outreach, transportation, and Purchased & Referred Care (PRC) in compliance with the Indian Health Service contract. Program evaluation, design and implementation of referral services to meet the health and human service needs of the membership, daily operations, staff supervision and budget preparation.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES

Plans, develops, organizes, and directs the implementation of goals, objectives, schedules, policies, record keeping and work standards for the Health & Human Services Department including the provision of public health, mental health, social services programs, and other Tribal Health programs and referral systems. Develops and oversees all department programs and services and creates and updates policies and procedures as needed (i.e. IHSS Elders Care, Residential Treatment, Out of Area Medical Assistance, Emergency Travel, etc.). Develops and manages individual and family health and wellness plans. Manages and maintains compliance for all existing Health and Human Services Grants and seeks new grants to enhance the program. Coordinate with ICFPP regrading all ICWA matters. Oversees all personnel functions of the Health and Human Services staff. Delegates assignments effectively and follows up to ensure completion. Works to develop an atmosphere of teamwork and cooperation. Strives to develop full potential of staff members. As appropriate, incorporates staff development plans that include education, training, conferences, workshops, etc. Addresses performance issues effectively and efficiently; actively encourages ongoing development of each staff member. Recognizes critical situations and takes appropriate action. Follows up on problems, decisions and requests. Ensures the dissemination of pertinent information to the Coyote Valley Tribal Council and the Tribal Administration through reports, e-mails, presentations and verbal communications. Maintains knowledge of Code of Federal Regulations - 42; and specific laws, regulations, policies and proposed legislation having impact on health care delivery systems, especially those related to Indian Health Services. Oversees the daily activities of the health care delivery systems through the controlling ongoing evaluation of the program, services and departmental staff. Oversees the PRC billing and ensures most cost effective system of payment. Educates the community on the Department's services. Identify, design and implement community workshops, including but not limited to: parenting classes, nutrition, girls and boys groups, Red Road, domestic violence, etc. Monitors changing community health care needs and evaluates the ability of the health department's programs to meet those needs. Reports significant issues to the Administration and Tribal Council. Networks and maintains ongoing relationships with other tribes, health care and social services providers including Consolidated Tribal Health Project and Mendocino County. Attends health care and social services conferences and trainings in order to stay current with policies and industry trends (i.e. attends the annual IHS conference). Assists or manages community emergency response situations, such as wildfires, pandemics, etc. Works with the CFO to prepare an annual or semi-annual operating budget for the Health Department; monitors the budget for income and expense compliance. Review program expenditure requests and recommends approval or denial, ensuring authorization is compliant with program funding sources and that it is a valid obligation. Travels as necessary to accomplish program and tribal goals and objectives. Available to work weekends and evenings if directed. Adheres to a strict confidentiality standard. Maintains positive relationships with community/tribal members by conducting outreach, attending tribal events including non-profit events on a regular basis. Maintains professional behavior with positive representation of Coyote Valley while on and off the clock. Perform other duties as assigned including but not limited to covering staff duties in their absence. Minimum Qualifications To perform this job successfully, an individual must be able to perform each of the essentia duties and responsibilities satisfactorily. Bachelor's Degree in the health services field or business management and 3 years of relevant experience, or an Associate's Degree with 6 years of relevant experience. Experience with health billing and governmental accounting. Grants management experience. Thorough knowledge of HIPPA law. Valid California Driver's License and insurable. Experience with emergency response management preferred. Must have the ability to identify, develop and implement services and programs. Skills, Knowledge and Abilities Ability to follow policies and procedures Demonstrate effective and diplomatic client service and communication skills, which includes contact with staff, tribal members, guests, regulatory agencies and other federal, state and local regulatory officials. Must possess a thorough knowledge of document flow and internal controls. Must demonstrate experience performing within specific deadlines or under pressure. Must demonstrate experience problem solving, organizing and prioritizing, as well as extensive supervisory skills to develop an atmosphere of teamwork and cooperation to encourage full potential of department staff. Must demonstrate the experience, education and training that indicate possession of the knowledge, skills and abilities listed above. Language Skills Ability to communicate effectively both written and orally. Reasoning Ability Must have the ability to deal effectively and interact well with the customers and employees. Must have the ability to resolve problems/conflicts in a diplomatic and tactful manner.
