Job Overview Ascending Steps Residential is developing a Texas child-placing agency and seeking an experienced Licensed Child-Placing Agency Administrator ("LCPAA") to assist with startup preparation and ongoing operations. This hands-on leadership role will work directly with ownership to establish a compliant, trauma-informed foster care program aligned with Texas HHSC Minimum Standards and applicable Texas Child-Centered Care (T3C) requirements. We are seeking a dynamic and dedicated LCPAA to lead our foster care programs with passion and professionalism. In this vital role, you will oversee the daily operations of the agency, ensuring compliance with all state and federal regulations related to child welfare, child protective services, and mandated reporting laws. Your leadership will foster a safe, nurturing environment for children and families, while managing case management activities, staff supervision, and community partnerships. Responsibilities Oversee all agency operations related to child placement and foster care services, ensuring adherence to licensing standards and child welfare regulations. Supervise staff including case managers, social workers, and administrative personnel to promote a high-performance team focused on client-centered care. Develop and implement policies that support best practices in social work, cultural competency, and client communication. Manage case management processes for children and families, including intake assessments, service planning, progress monitoring, and case documentation. Ensure compliance with mandated reporting laws by training staff regularly on legal obligations regarding child protective services. Cultivate relationships with community partners such as schools, healthcare providers, and family support organizations to enhance service coordination. Oversee the recruitment, training (including CPR certification), and ongoing development of foster families. Maintain accurate records using Microsoft Office tools for documentation, reporting, and data analysis purposes. Drive agency initiatives aimed at improving service quality while prioritizing tasks effectively to meet deadlines. Ensure transportation needs are met by coordinating driving schedules or arranging transportation for children as needed. Requirements Valid licensure as a Child-Placing Agency Administrator or equivalent certification in accordance with state regulations. Proven experience working with foster children, children's social work, or child welfare programs. Strong knowledge of child protective services protocols, mandated reporting laws, and adoption processes. Experience working with individuals with developmental disabilities or special needs is highly desirable. Excellent task prioritization skills coupled with the ability to manage multiple responsibilities efficiently. Proficiency in Microsoft Office Suite (Word, Excel, Outlook) for documentation and communication purposes. Valid driver's license with reliable transportation; ability to drive as required for agency duties. Knowledge of cultural competency principles to serve diverse populations effectively. Ability to communicate clearly with clients, families, staff members, and community partners in a compassionate manner.
