Job Description

INTERNAL APPLICANTS ONLY
The Data Management Specialist II is responsible for receiving, reviewing, and processing all open records requests in relation to any audio or video request in accordance with the Texas Public Information Act, Texas Occupations Code and Texas Family Code. Receives direct supervision from the Data Management Unit Supervisor. 1. Daily receive open records requests for body cams, dash cams and any other audio/video evidence. This includes creating a file for each request, checking the PD RMS system, municipal court, and district attorney's office for case statuses in relation to the information requested. 2. Daily log these requests and statuses in a central open records spreadsheet that is available to all records employees to check the progress of. 3. Pull all audio/video evidence from the appropriate location within PD records, computer drives or programs for processing as the requests are received. 4. Communicate, in a timely manner, with the requestor on any clarifications on their requests for information. 5. Create invoices and estimates on audio/video requests and timely notify the requestor as specified by the Texas Public Information Act. 6. Daily process payments received for the audio/video requests. 7. Review, redact and process audio/video requests daily, in the order received, utilizing the CaseGuard redaction software. Redactions are in accordance with the Texas Public Information Act, Texas Occupations Code and Texas Family Code.
OTHER JOB FUNCTIONS
1. Provide accurate denials to requestors, citing the appropriate code or act, and within the time frames designated by the Texas Public Information Act. Maintain this information in each case file and note it on the spreadsheet. 2. Must keep up to date with the rules and regulations of the Texas Public Information Act, the Texas Occupations Code, the Texas Family Code and The Texas Administrators code on the rules of redaction and release of these records. 3. Assist, in the absence of the Burglar Alarm Coordinator, with the processing of credit card and checks received for burglar alarm renewals and registrations. 4. Communicate effectively with management, staff and the public in person, by telephone or via email. 5. Performs other related duties as assigned.
SKILLS, KNOWLEDGE AND ABILITIES
1. Must be detailed oriented and have the ability to multitask. 2. Must have a working knowledge of Microsoft Office, including Word and Excel. 3. Must be able to work dayshift and capable of using basic office equipment such as copy machine, fax machines and a windows-based computer operating system. 4. Office work is largely sedentary with some walking, lifting, and standing required. 5. Must be able to walk or stand 5-10 minutes at a time; sit 2 or more hours at a time; lift and carry up to 30 lbs.; carry various files and documents; stoop, bend, and climb to access and maintain filing systems 5-15 minutes daily. 6. Must be able to work in a climate-controlled office setting. 7. Must be able to communicate effectively, both verbally and in writing
Education and Experience:
Must be able to operate a cash register and accurately handle money. A High school degree or equivalent, plus one (1) year general office experience, typing, filing, word processing, computer entry, inventory control, copying, and communication skills. Must be able to type at least 35 words per minute and provide verification through testing at the police department's designated location

  • Medical Test / Drug & Alcohol
  • Medical examination performed by a licensed physician. The physician must also be able to certify that the applicant is free of drug dependency or illegal drug usage. Psychological Examination
  • Applicants will be required to take and pass a Psychological Examination consisting of both a written examination and clinical interview with a licensed psychologist. Background Investigation
  • Applicant will be required to complete a Personal History Statement and appropriate releases and paperwork to initiate a background investigation. Polygraph Examination
  • A polygraph examination will be administered as a part of the background investigation.
The test will include investigation of the applicant's work history; driving history; military history and involvement in criminal activities such as employment thefts and drug usage. Background and Polygraph will take approximately 4 weeks to complete. The selection process should take approximately 4 weeks. An applicant who fails to successfully complete any of the required tests or is determined to be unemployable during the background investigation may be restricted from reapplying for the position for a period of time at the discretion of the Chief of Police.

The City of Tyler will accept two years of relevant experience in place of each year of college required in the job description. Four years of relevant experience will be considered in place of an Associate's Degree, and eight years of relevant experience will be considered in place of a Bachelor's Degree. Any experience required in the Minimum qualifications is in addition to years of experience substituted for a degree. The City of Tyler supports a policy of a drug and alcohol free workplace. All candidates are subject to pre-employment testing, which may include, but is not limited to, Drug and Alcohol Screenings, Work Fitness Evaluation, Criminal Background Check, and Consumer Report/Credit Check. No person under eighteen (18) years of age will be employed in any regular full-time position. Persons under eighteen (18) years of age may be employed in temporary or regular part-time positions, if they furnish the City with a minor's release (Form 2-2) and are approved by the City Manager. No person under eighteen (18) years of age will be employed in any position requiring the operation of a City motorized vehicle.
