at Illinois Department of Innovation & Technology in Springfield, Illinois, United States Job Description Essential Functions Subject to management approval, serves as the Enterprise Project Management Office (EPMO) Director and a policy-making official for the Department of Innovation and Technology (DoIT) Enterprise Project Management Office, including formulating and implementing policy for the total management process of information technology and telecommunication which has a statewide impact. Manages the evaluation, design, and re-engineering of the business control and resource management processes of the EPMO to identify and further develop opportunities for improvement through the application of business process engineering principles and practices. Serves as full line supervisor. Serves as an EPMO Product Owner collaborating with prospective users and clients to understand and anticipate their needs and translate them into product requirements, including managing and prioritizing product backlog, such as backlog planning and refining working sessions. Manages and oversees the use of the Project & Portfolio (PPM) System which serves as the primary project management tool for the EPMO, customer agencies, DoIT, and Project Management Offices, including identifying needs for technical training and communicating training availability throughout the organization. Establishes long-range goals and objectives for the programs to support the achievement of key performance indicators, standards, and key strategies for success in the EPMO, including the interpretation of new legislation and administrative policies and procedures in partnership with other DoIT departments in determining the impact on activities and programs of DoIT and the support of customer agencies. Develops and submits EPMO budget proposals for approval in accordance with DoIT policies and in cooperation with the DoIT budget office, including monitoring program budget preparation and controlling appropriation of expenditures. Keeps abreast of new developments in the information technology field by continuing education through online training platforms, meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures. Performs all other duties as required or assigned that are reasonably within the scope of the duties enumerated above. Minimum Qualifications Requires knowledge, skill, and mental development equivalent to four (4) years of college with course work in management information systems, data processing, telecommunications or directly related information technology field. Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in management information systems, data processing or telecommunication in a public or business information technology organization. Requires three (3) years of professional experience supervising a team of Information Technology professionals in a large and highly complex public or private IT organization.
