Position Purpose The NOC Manager is responsible for the day-to-day leadership, performance, and effectiveness of the Network Operations Center (NOC). This position owns NOC operations, team development, scheduling and coverage, incident coordination, escalation processes, documentation standards, and operational accountability. The NOC Manager leads NOC Technicians, Specialists, and NOC Engineers and ensures the team effectively monitors network health, responds to service-impacting events, performs troubleshooting within established access and responsibility levels, and escalates issues appropriately. This position works directly with Network Engineer II and Network Engineer III team members when incidents, maintenance, troubleshooting, or network changes require engineering-level involvement. The NOC Manager is responsible for ensuring effective coordination between the NOC and Network Engineering but does not replace or assume the technical authority of Network Engineering. The NOC Manager reports directly to the Vice President of Information Systems & Network Engineering and works closely with Network Engineering, Network Architecture, Field Operations, Customer Operations, and other technical teams to maintain reliable and responsive network operations. NOC & Network Engineering Coordination Maintain a clear and effective escalation path between the NOC and Network Engineering Coordinate with Network Engineer II and Network Engineer III team members on complex network incidents Ensure NOC employees complete appropriate troubleshooting and documentation before escalating issues to Network Engineering Provide Network Engineers with clear incident information, troubleshooting results, affected services, and relevant network data Coordinate NOC resources during engineering-led troubleshooting and maintenance Ensure NOC employees understand the limits of their technical authority and system access Coordinate implementation of approved operational changes when assigned to the NOC Ensure the NOC validates network and service status following engineering changes and maintenance Identify recurring escalations that may indicate a training, process, monitoring, or network issue Work with Network Engineering to develop troubleshooting procedures that allow appropriate issues to be resolved within the NOC Maintain strong communication between NOC personnel and Network Engineering Technical Leadership The NOC Manager is expected to maintain strong working knowledge of network operations and be capable of assisting with troubleshooting and incident coordination. However, the primary responsibility of this position is leadership and operation of the NOC rather than advanced network engineering.

The NOC Manager will:

Serve as the primary operational escalation point for NOC personnel Assist with troubleshooting within the NOC's established scope Determine when Network Engineering involvement is required Coordinate technical resources during service-impacting events Ensure appropriate information is collected before engineering escalation Support execution of approved maintenance activities Ensure network changes performed by NOC personnel follow established authorization and change-control procedures Partner with Network Engineers on troubleshooting procedures, monitoring improvements, and NOC technical development Identify technical training needs within the NOC team Advanced network engineering, architecture, network design, engineering standards, and technical authority for complex network changes remain with Network Engineering and the Vice President of Information Systems & Network Engineering.
