This effort ensures the operational reliability, performance, and compliance of systems through rigorous analysis, configuration management, and systems integration. The Senior CM Specialist / Systems Analyst is a key contributor responsible for defining systems scope, analyzing business and user needs, and translating those needs into system requirements specifications. This role is integral in providing consultation on complex systems, offering high-level expertise, and ensuring that systems meet both current and future operational and user requirements. Position Overview We are seeking a Senior CM Specialist / Systems Analyst to provide top-level expertise in systems analysis, configuration management, and process optimization. This role will be responsible for formulating and defining system requirements, analyzing user and organizational needs, and ensuring system specifications meet all operational and technical standards. The selected candidate will consult on complex processes, solve challenging systems issues, and contribute to all phases of systems analysis. The Senior CM Specialist / Systems Analyst will be the go-to expert for understanding and applying technology to optimize current and future system operations. Key Responsibilities Systems Analysis & Requirements Definition Analyze business and user needs to define system objectives, scope, and technical requirements. Develop and document system requirements specifications and translate them into operational plans. Work with users and stakeholders to ensure that systems meet both operational and user needs across the system lifecycle. Complex Problem Solving & Process Optimization Solve complex problems by considering system limitations , operation time , and the desired results . Modify existing procedures or create new ones to address emerging needs and technical challenges. Conduct in-depth analysis of system performance and operational processes to identify improvements. Consultation & Leadership Provide expert consultation on complex systems analysis , focusing on both current and future operational environments . Act as the top-level contributor to system design, documentation, and integration phases. Support leadership by providing recommendations for technology implementations and system improvements. Configuration Management & System Integration Oversee configuration management processes, ensuring that system baselines are maintained and updated in accordance with best practices. Coordinate with cross-functional teams to ensure seamless integration of systems and components. Maintain control over system changes and updates, ensuring proper documentation and version control. Project & Stakeholder Management Support project management activities by contributing to proposal preparation , project estimation , and technical reviews . Ensure alignment between system requirements, business needs, and project goals. Communicate regularly with Government representatives to report progress, risks, and issues. Documentation & Reporting Generate high-level system documentation , including: System requirements documents Technical specifications Process workflows Provide detailed reports and status updates to senior management and stakeholders.
Education & Experience Requirement Education:
Baccalaureate Degree in one of the following fields: Business; Law; Economics; Mathematics;
Engineering Experience:
Minimum five (5) years of continuous experience in C4IT engineering/logistics support and/or management . Strong expertise in systems analysis , configuration management , and process optimization .
Certifications:
Project Management Professional (PMP) certification required.
Clearance:
Active Secret clearance required . Desired Technical Expertise Systems Analysis and requirements definition in complex environments Configuration Management (e.g., CMDB, version control) System Integration and process optimization Familiarity with SysML modeling and MBSE (Model-Based Systems Engineering) Experience with acquisition programs and technical documentation (e.g., CDRLs, technical specifications) Strong understanding of operational environments , technology application , and life-cycle management Core Competencies Analytical and problem-solving skills for complex system and operational challenges Ability to coordinate and manage cross-functional teams in systems development Expertise in configuration management and system integration Ability to communicate effectively with stakeholders and leadership Strong understanding of business processes and user needs in system engineering Effective documentation and reporting skills, with attention to detail and clarity
