Job Description
NAVFAC/USACE
contracts, construction operations, and using RMS or similar systems to control documentation, risk and resources.Key ResponsibilitiesLead and manage multiple concurrent federal construction projects, including ground-up new construction, renovation, and complex site work.
Serve as primary client and stakeholder interface for government agencies (USACE, NAVFAC, and other federal clients), ensuring requirements, schedules and quality expectations are met.
Direct project planning, budgeting, cost control and forecasting to meet financial and schedule objectives.
Oversee contract administration and compliance with federal acquisition regulations and agency-specific requirements, including subcontracts, change orders, and claims management.
Coordinate and supervise construction management activities on-site, including quality assurance/quality control, safety programs, and commissioning.
Develop, maintain and report project schedules (critical path), resource allocations and milestone delivery plans.
Utilize RMS or equivalent project and records management systems to manage documentation, correspondence, submittals and project risk registers.
Lead project risk identification, mitigation planning and resolution of technical, schedule and financial issues.
Mentor and develop project staff and subcontractor teams, establish clear responsibilities and performance expectations.
Prepare and present executive-level project status reports, briefings and contract deliverables to clients and senior leadership.
Facilitate successful closeout activities, including punch lists, as-built documentation, final invoicing and lessons-learned capture.
QualificationsBachelors degree in Construction Management, Civil Engineering, Architecture or related field (Masters preferred).10+ years of progressive construction project management experience, with at least 5 years leading federal projects (USACE and/or NAVFAC strongly preferred).Proven experience as a Senior Project Manager delivering ground-up construction projects on schedule and within budget.
Demonstrated knowledge of federal contracting, FAR, agency-specific regulations and government construction processes.
Experience with RMS or other records/project management systems for document control, risk management and reporting.
Strong financial acumen with experience in cost estimating, budgeting, forecasting and claims resolution.
Professional certifications preferred: PMP, CCM, PE or equivalent.
Excellent leadership, communication and stakeholder management skills; ability to interface effectively with government clients and senior executives.
Ability to obtain and maintain required federal clearances if applicable and to travel to project sites as needed.
Attention to safety, quality control practices and an active role promoting a positive safety culture.
