Job Description Job DescriptionPosition Summary Provides senior-level leadership for housing operations, property performance, compliance execution, resident-service standards, and cross-property operational controls. The position supports the Director of Operations & Compliance by driving consistent site execution, audit readiness, corrective action, and performance improvement across public and affordable housing communities. Primary Responsibilities Manage assigned housing operations and compliance activities across multiple properties, monitoring occupancy, collections, work orders, inspections, unit turns, resident-service performance, staffing execution, and contract requirements. Partner with Property Supervisors, Property Managers, Compliance Specialists, Recertification Specialists, and Maintenance leadership to resolve operational gaps, compliance exceptions, overdue actions, and recurring performance issues. Lead or coordinate internal file reviews, operational audits, inspection readiness, corrective-action plans, policy implementation, and follow-up tracking related to HUD, CHA, Fair Housing, LIHTC, HCV/Section 8, and Company requirements. Analyze operating and compliance dashboards, property reports, recertification status, vacancy trends, work-order aging, resident concerns, and other performance indicators; escalate risks and recommend corrective actions to the Director. Support training, coaching, SOP implementation, process standardization, and quality-control reviews to strengthen property operations, resident experience, documentation accuracy, and audit readiness. Coordinate with Human Resources, Community Programs, Accounting, Maintenance, vendors, and executive leadership on staffing needs, resident-impact issues, Section 3/community commitments, procurement, and cross-functional initiatives.
Additional Duties:
Performs other duties, special projects, coverage assignments, and responsibilities as needed or assigned to support property, resident, client, and organizational needs. Required Qualifications Bachelor's degree in business, real estate, property management, public administration, housing, or a related field; equivalent directly relevant experience may be considered. Five or more years of progressively responsible public or affordable housing, property-management, compliance, or multi-site housing-operations experience, including experience leading projects, processes, or staff. Demonstrated knowledge of occupancy, leasing, recertification, inspections, work-order management, resident relations, Fair Housing, documentation standards, and operational performance management. Working knowledge of HUD and/or housing-authority requirements and experience supporting audits, corrective-action plans, quality-control reviews, or compliance monitoring. Strong analytical, documentation, coaching, communication, problem-solving, and cross-functional leadership skills. Preferred Qualifications Professional housing or property-management certification such as CPM, ARM, CAM, HCCP, COS, TCS, or a comparable credential. Experience with CHA, LIHTC, HCV/Section 8, public housing, Section 3, unionized operations, or government contracts. Experience with Yardi or comparable property-management software, inspection/compliance platforms, Microsoft 365, dashboards, and reporting tools. Prior supervisory experience and demonstrated success improving property or portfolio performance. Work Environment & Expectations This position supports public and affordable housing operations and may be performed in an office, property, community, and/or building environment depending on assigned duties. Normal business hours are generally 8:30 a.m. to 5:00 p.m., Monday through Friday; some Saturdays, after-hours response, or local travel may be required based on operational needs. The employee must be able to perform the essential functions of the position, with or without reasonable accommodation.
