The Public Works Director will be responsible for defining program needs and priorities, long-range planning, and setting goals and objectives regarding the management of Public Works activities on the Port Madison Indian Reservation. The Public Works Director provides strategic leadership, oversight, and coordination of public works programs and infrastructure systems that support safe, sustainable, and resilient community services. This position is responsible for the planning, operation, maintenance, monitoring, assessment, and reporting of infrastructure including parks and roads management, transportation services, water and wastewater systems, utility systems, stormwater planning and management, solid waste services, and public works operations. The position will oversee technical, professional, and field staff and ensure regulatory compliance, asset management, fiscal accountability, data-informed decision-making, and effective service delivery.

MAJOR RESPONSIBILITIES & DUTIES

Responsible for the oversight of Public Works infrastructure including: Parks, trails, and recreational facilities Roads, streets, sidewalks, and rights-of-way Transportation services Utilities Public Works systems (water, wastewater, stormwater, solid waste, and energy services) Parks and Roads Management Works in collaboration with the Maintenance Department in the planning, maintenance, and improvement of park facilities, landscaped areas, roadways, and transportation corridors Coordination of road maintenance, pavement management, traffic control, signage, and safety improvements Integration of parks and transportation planning with land use, environmental, government and community goals and objectives. Transportation Services Oversight of transportation operations including transit support, traffic operations, fleet management, and mobility services Coordination with regional, state, and federal transportation agencies Work closely with the Climate Resiliency team to support multimodal transportation planning, including pedestrian, bicycle, and transit infrastructure. Water Systems Monitoring & Wastewater Services Oversight of potable water supply systems, treatment, distribution, and regulatory compliance Coordination of wastewater collection, treatment, monitoring, and reporting Collaboration with Water Resources and Wastewater Operators and technical staff to ensure system reliability and public health protection. Utility Systems Reporting & Assessment Oversight of utility management functions including: Water, wastewater, stormwater, solid waste, and energy services Performance measurement, reporting, and regulatory documentation Development of utility system assessments, rate studies, and performance dashboards Coordination of data collection and system reporting to support planning and funding decisions Stormwater Planning & Management Leadership of stormwater system planning, operations, and maintenance Oversight of drainage infrastructure, flood risk mitigation, and erosion control Coordination of compliance with stormwater permits, watershed plans, and environmental regulations Integration of hydrology and water resources data into long-range planning Solid Waste Services Oversight of solid waste, recycling, and materials management programs Contract management and coordination with service providers. Promotion of waste reduction, diversion, and sustainability initiatives aligned with the Suquamish Tribes environmental stewardship goals and objectives. Public Works Operations & Maintenance Oversight of day-to-day operations and preventive maintenance programs Works closely in coordination with the Emergency Management Office on emergency response, incident management, and disaster recovery related to public works infrastructure. Development and enforcement of safety programs and standard operating procedures GIS & Mapping Services Oversight and coordination of Geographic Information Systems (GIS) and spatial data programs Support for infrastructure mapping, asset inventories, utility mapping, and field data collection Collaboration with GIS and Mapping Specialists to integrate spatial data into planning, operations, and reporting. Works in collaboration with other Economic Development Planners within the Tribal Government, and external agencies related to GIS services. Hydrology & Water Resources Coordination Oversight of hydrology and water resources planning and analysis Integration of flow monitoring, watershed data, climate adaptation, and flood modeling into infrastructure decision-making Coordination with Hydrology/Water Resources Coordinators and external technical partners Energy Services Responsible for the planning and implementation of Energy Services program functions. Oversight of municipal or utility-based energy services and energy management programs Will work in collaboration with the Climate Resiliency team to support energy efficiency, renewable energy, and sustainability initiatives within public works operations. Monitoring of energy usage, costs, and performance metrics Planning, Budgeting & Administration Development and management of departmental budgets, capital projects, and grant-funded programs Preparation of technical reports, policies, and recommendations for Executive Director, Tribal Council, or Boards. Contract administration, consultant coordination, and procurement oversight. Support for long-range infrastructure planning and interdepartmental coordination Compliance & Reporting

• Ensures compliance with applicable federal, state, tribal, and local regulations.
• Oversight of required reporting, monitoring, and permitting for water, wastewater, stormwater, utilities, and solid waste. Community Engagement & Coordination
• Serves as a technical advisor to leadership, the Suquamish Tribal Council, and public.
• Works in collaboration with Administration, Communication, and other related departments and divisions within the Suquamish Tribe Government structure to further the efforts of Public Works projects and services.
• Collaborates with internal departments of the Suquamish Tribe, regional agencies, utilities, and community partners.

SUPERVISORY RESPONSIBILITY

Responsible for the direct and indirect supervision of the Public Works Department which will include professional, technical, and field staff under various programs including, Utility Management and Operators; Water Resources; Wastewater; Stormwater; Solid Waste; GIS; Field Technicians; Operations & Public Works maintenance staff. Director level responsibility for fostering a culture of safety, collaboration, and visionary leadership.

QUALIFICATIONS

Bachelor's degree in environmental science, civil engineering, public administration, planning, or related field. Supervisory experience in public works, utilities, infrastructure management, or related field. Fiscal management experience of multidisciplinary teams and programs. KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge and understanding of public works systems and data-driven decision making is required. Must be able to communicate technical information, both orally and in writing; demonstrate a high degree of technical expertise; develop or review study designs and data collection methods, and interpret data; identify key relationships, draw logical conclusions, and maintain effective working relationships with governmental officials, agency representatives, internal and external agencies; effectively work independently or with a team. Strong leadership, communication, and organizational skills are essential.

INTERPERSONAL CONTACTS

Has regular contact with other staff and management within the Tribal Government. The most common internal contacts are with Public Works staff, Executive Management, Treaty Protection Division, and other related departments. The most common external contacts are with Federal and State agencies, local governments, private organizations, and individuals.
