Job Description

POSITION SUMMARY
The Registration Coordinator is responsible for assisting the Medical Clinic in finding alternate health insurance coverage options and resources for all uninsured patients. This includes all federal, state, county, or community programs that may be available. The Coordinator is also responsible for patient registration into the electronic medical record (EMR) system and enrollment in the WA State Health Insurance Exchange. The Coordinator will promote a customer service driven approach, maintaining the highest levels of confidentiality as well as accuracy and efficiency of all health and insurance related data. This position will work closely with, and may assist or fill in for, the Clinic Receptionist. The position will report to the Clinic Office Manager and will work closely with Health Benefits in coordination of benefits to ensure accuracy of demographic data in EMR and health plans as well as access to care.
MAJOR RESPONSIBLITIES
Close coordination with the Suquamish Tribal Health benefits coordinators is critical with all Suquamish Tribal members to ensure they are meeting all the enrollment priorities established by the Suquamish Tribal Health Benefits program. Identify uninsured or underinsured patients upon admission and screen them for eligibility for other program, including but not limited to Medicaid, Medicare, Medicare part D and other benefits through the WA State Insurance Exchange. Assist all uninsured patients with prescription drug assistance programs when a need is identified, Close case management of all patients and prioritize and multi-task as needed, initiate follow up contact with patients as needed. Register new patients, using the Clinic EMR, to include accurate collection of supporting documentation (i.e.: proof of residency, tribal affiliation, and completeness of the registration form). Verification of Third-Party benefits should be done at this time. Participate in the Medicaid Administrative Claim (MAC) program. Maintain Washington State Health Benefit Exchange Tribal Assister Certification by remaining current with quarterly and annual training and testing requirements. Monitor age and health status of members to make certain the members: remain enrolled in insurance plans, if appropriate; are enrolled in various Medicare programs on time so as to avoid Late Penalties; and enrolled in Washington State Medicaid when eligible. Perform annual re-registration for patients and maintain patient data in EMR. Provide insurance and clinic orientation, education, enrollment activities and explanation of personal responsibility for benefits for Tribal members; explain processes surrounding Payor of Last Resort. Communicate with the Tribe's Community Health Programs as needed to ensure that members receive home nursing, transitional care, and other follow-up services as needed. Assist Clinic Office Manager in obtaining statistics and information for all enrollment and registration processes within the clinic. The Coordinator must understand the applicable Federal, State, and Tribal government health plans for the Tribal members in order to correctly explain the benefits and the Clinic and EMR registration process. This requires monitoring information regarding a variety of health care delivery systems having the potential to affect Tribal members and notifying appropriate staff of new changes in health plans. Provide timely telephone and email customer service for Tribal members, vendors, and providers seeking further information on insurance and Clinic enrollment; this includes the ability to explain complex systems in terms members will understand. Uphold compliance with all Tribal, State, Federal legislation, regulations, and procedures. This includes, but not limited to, patient confidentiality and risk management. Manage and maintain effective, interactive business relationships with patients and other Tribal departments, and outside agencies, vendors, contractors, to serve patients and preserve good public relations for the best interest of Tribal Health programs. Assist as a back up at Clinic Reception desk as needed. Assist as needed with processing patient referrals to outside clinics or specialists.
KNOWLEDGE, SKILLS, AND ABILITIES
Strong organizational skills are critical to success in this position. Knowledge of or ability to learn Suquamish Tribe's mission, organizational structure, function of each department, and the requirements of health care delivery systems in order to develop and implement Clinic vision. Maintain certification as a Tribal Assister through the Washington Health Benefits Exchange. Knowledge of Suquamish Tribal Policies/Procedures and benefit package. Knowledge of State and Federal benefits available to Tribal members whether employed, unemployed, or disabled. Ability and willingness to learn and work with the appropriate state and federal agencies as needed. Demonstrated ability to convey complex information in an easy and courteous manner; demonstrated courtesy with patients, co-workers, and service providers. Knowledge of health benefits operating systems and regulations governing health care delivery services sufficient to assist other Clinic staff members in responding to questions and expediting workflow. Technical knowledge and understanding of medical terminology encountered in the daily work activities in a Clinic administrative role. Must be able to balance patient needs and administrative requirements in the successful completion of organizational wide goals. Able to work in a rapidly changing and innovative healthcare system, with a large volume of workload in sometimes stressful situations. Demonstrate skills in using EMR, web-based platforms, and desktop office software, with the ability to learn other program specific software. Ability to maintain professional demeanor and accountability throughout the workplace and with a variety of individuals. Demonstrate ability to monitor paperwork as well as online workflow in Tribal, State and Federal agencies. Effective verbal and written communication and public relations skills. Knowledge of IHS (Indian Health Service) policies, guidelines, requirements, and procedures. Ability to work as a team member. Must have strong sense of urgency, attention to detail, and accuracy. Ability to maintain strict confidentiality of client information and adhere to the standards of health record-keeping, HIPPA compliance laws and privacy requirements. Supervisory Responsibility None anticipated. Interpersonal Contacts Has regular contact with others both inside and outside the
Tribe:
Tribe members, community members, Indian Health Service (IHS), Center for Medicare and Medicaid Service (CMS), Washington State Health Care Authority, Department of Health and Department of Social and Health Services (DSHS), and other federal and state entities. May have contact with EMR vendor. Contact with Tribal members can take place in the office or less frequently at a patient's home.

Relevant experience with Indian Country health care, culture, and tribal sovereignty preferred. Requirements Current WA Driver's License and insurance. Verbal, auditory and written proficiency skills in English language including the ability to work with patients, medical providers, and social and human resource agencies. Currently immunized (or proof of immunity in the case of MMR and Hepatitis B) or willingness to be immunized with MMR, Pertussis, Hepatitis B, and

immunizations. Annual Influenza vaccine highly recommended. Maintain compliance with HIPPA annual training requirements.
