Job Description
Position Function:
The Director of Community Resources provides strategic leadership and operational oversight for community-based programs and resources that support older adults, adults with disabilities, and their caregivers. This role ensures the effective coordination, development, and delivery of services aligned with the mission of SVCOA, while maintaining compliance with federal, state, and local regulations. The Director of Community Resources serves as a key liaison with community partners, donors, and stakeholders to enhance access to supportive services and promote independent living.Essential Functions Include:
Program Leadership & Management • Provide leadership and direction for community resource programs, including information and assistance, caregiver support, State Health Insurance Program (SHIP), Retired Senior Volunteer Program (RSVP) and Representative Payee related services. • Oversee program planning, implementation, evaluation, and continuous quality improvement. Ensure programs meet the needs of diverse and underserved populations. Develop, monitor, and report on program goals, outcomes, and performance metrics. Ensure compliance with Older Americans Act (OAA) requirements and other applicable federal, state, and local regulations. Oversee service provider contracts as necessary, including monitoring, technical assistance, and performance reviews. Prepare and review required reports, data submissions, and documentation for donors and oversight agencies. Assist in the development and management of program budgets. Monitor expenditures and ensure responsible use of public and grant-funded resources. Support grant applications, renewals, and funding sustainability efforts. Contribute to agency-wide strategic planning and policy development. Identify service gaps, emerging community needs, and opportunities for program expansion or innovation. Support initiatives that improve equity, access, and outcomes for older adults and caregivers. Staff Supervision & Development Recruit, train, supervise, and evaluate program supervisors and staff within the department. Foster a collaborative, inclusive, and mission-driven work environment. Support professional development and ensure staff compliance with policies and procedures. Community Engagement & Partnerships Build and maintain strong relationships with community-based organizations, healthcare providers, government agencies, and advocacy groups. Represent SVCOA on community coalitions, advisory councils, and public forums.Knowledge, Skills and Abilities:
1. Bachelor's degree in social work, Public Administration, Gerontology, Human Services, or a related field, with a minimum of 5 years of experience in community-based services, aging services, or nonprofit program management. 2. At least 3 years of supervisory or leadership experience. 3. Prior knowledge of the Older Americans Act, community resource systems, and aging network partners is preferred. 4. Experience with contract management, grant-funded programs, and outcome-based reporting is preferred. 5. Ability to interact professionally with the public, including clients and their caregivers. 6. Proficient computer and accurate data entry skills with Microsoft Office and other software/database programs. 7. Excellent written, oral and listening skills. 8. Highly organized, with attention to detail and problem-solving abilities. 9. Good telephone skills. 10. Ability to establish and maintain boundaries and confidentiality with both clients and staff members. 11. Ability to pass multiple background checks. 12. Access to reliable transportation and ability to travel statewide. 13. Ability to complete annual HIPAA training as required.Pay:
