Civil Engineer - Structural - DIRECT HIRE

Summary This position is in the Technical Services Branch of the Central Federal Lands Highway Division and responsible for performing duties related to designing and developing plans, specifications, and estimates for bridges, large culverts, viaducts, and retaining walls on federally owned lands in a multi-state area. Serves as technical support and helps develop, promote, and apply sound planning, inspection, design, construction, rehabilitation, and maintenance practices related to structures. Duties As a Civil Engineer (Structural), you will: Interpret and apply relevant structural codes for design, construction, testing, and maintenance of structures, including seismic design and retrofit. Develop plans, specifications and estimates (PS&E) for bridges and recommend the selection of safe and economical bridge types and designs, site selection, structure locations, and structural adequacy. Develop preliminary plans for structures that show type, size, and location (TS&L) of the proposed structures. Use advanced analysis, including CADD software, to help develop novel design concepts for both new construction and rehabilitation, as needed, to address project requirements and advance the state of the practice. Coordinate closely with the Project Team Leader, Bridge Team Leader, and other involved disciplines such as Hydraulics, Geotechnical, Highway Design, Environmental, Safety, Materials and Pavements in the identification and development of information required for sound engineering decisions regarding the type, size, and location of structures. Qualifications To meet the minimum qualifications for this position, you must (1) meet the Education Requirement for the series, (2) provide a copy of transcripts for verification, AND (3) meet the education or specialized experience requirements for the grade at which you are requesting consideration. To qualify for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09 it must include: Experience providing engineering design support services to a project team in the development of structures or structural components for highway improvement projects such as culverts, bridge superstructures, bridge substructures, short single span bridges, and/or simple and continuous span bridges. To qualify for the GS-11 on Education alone, you must have: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application. To qualify for the GS-12 on Experience, you must have at least one year of experience equal or equivalent to the GS-11 it must include: Experience providing engineering design services, construction support, and technical assistance in the development of multi-span bridges that entail horizontal and vertical curvatures and skewed geometry for highway improvement projects (e.g., producing Plans, Specifications, and Estimates packages (PS&E) and layout drawings, reviewing contractor submittals, and resolving construction issues); AND Experience communicating and coordinating the design and detailing of bridge structure projects with internal teams. Although you must first meet the mandatory education requirement, you cannot qualify for the GS-12 grade based on education, you must meet the specialized experience, which is cited above.

• Knowledge of the concepts, principles, theories, and methods required to plan, design, construct, operate, and maintain facilities such as buildings, transportation systems, water and sanitary systems, and other public works systems. Structural Engineering
• Knowledge of the concepts, principles, theories, and methods related to the design and analysis of complex structures using a variety of materials. Structures may include aerospace systems or structures, and other determinate or indeterminate systems. Oral Communication
• Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

DEGREE:

ENGINEERING

• -To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR B. COMBINATION OF EDUCATION AND EXPERIENCE

• College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.

The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure

• Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1 , or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.

Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. 2. Written Test

• Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. 3. Specified academic courses
• Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. 4. Related curriculum
• Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.

g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
